What is an ERA-NET?

The objective of the ERA-NET scheme is to develop and strengthen the coordination of national and regional research programmes through two specific actions:
  • 'ERA-NET actions' - providing a framework for actors implementing public research programmes to coordinate their activities e.g. by developing joint activities or by mutually supporting joint calls for trans-national proposals.
  • 'ERA-NET Plus actions'- providing, in a limited number of cases with high European added value, additional EU financial support to facilitate joint calls for proposals between national and/or regional programmes.
Under the ERA-NET scheme, national and regional authorities identify research programmes they wish to coordinate or open up mutually. The participants in these actions are therefore programme 'owners' (typically ministries or regional authorities defining research programmes) or programme 'managers' (such as research councils or other research funding agencies managing research programmes).

Summary of the Impact Assessment Study of the ERA-NET scheme under the Sixth Framework Programme

In April 2007, the European Commission, through the Directorate-General for Research, commissioned Matrix Insight1 to evaluate the impact of the ERA-NET scheme and related ERA-NET actions under the 6th Community Framework Programme for Research (FP6). The study focused on 71 ERA-NET coordination actions launched under the FP6 ERA-NET scheme in the 27 Member States of the European Union, Associated countries and Third countries over the FP6 period (i.e. 2002-2006)2. Rambøll Management and independent experts supported Matrix Insight in delivering the impact assessment.

The ERA-NET scheme was launched, as a complete novelty, in 2002 under the Sixth Framework Programme (FP6 2002-06). It was designed ‘to step up the cooperation and coordination of research activities carried out at national and regional level in the Member States and associated countries, through the networking of research programmes, including their mutual opening and the development of joint programmes’.

As such, it constituted an important element in the drive towards the creation of the European Research Area (ERA), helping, in particular, to restructure the fabric of research in Europe.

Provisions for the preparation of ERA-NET actions and their practical implementation

The ERA-NET scheme is one of the tools of the Seventh Framework Programme (FP7) to support the coordination of non-Community research programmes. ERA-NET on Industrial Safety

Technical content/scope: The objective of the ERA-NET is to improve cooperation and coordination of national research programmes addressing industrial safety, including enhanced interaction with the Framework Programme and the NMP theme in particular. The ERA-NET focuses on improving the level of safety in the European industry to achieve a sustainable growth and its competitiveness. The scope of the ERA-NET includes major accident prevention and protection of the environment, safe innovative processes, products and services, and new challenges identified as priorities by the ETPIS High Level Group such as ageing of the industrial installations and safety knowledge management. This scope is complementary to NEW OSH ERA which focused on occupational health and safety.
The overall aim of the ERA-NET is to reduce the occurrence and the consequences of incidents resulting in extensive consequences to people, the environment and property due to extraordinary major accident or un-managed emergent risks creating critical situations in a number of companies at the same time (human or economical impact, e.g. health problems due to a new substance, recurrent failure of safety critical equipments).

In many European countries research programmes are dedicated to topics covering the improvement of safety related to industrial activities, including fixed installations, transportation systems, safety and security of critical infrastructures. The ERA-NET should aim at overcoming the fragmented R&D landscape in these fields and addresses work on urgent common subjects they otherwise would not work on in partnership. The subjects have to be relevant to support European global competitiveness and contribute to create the European knowledge area. It is within the scope of the ERA-NET to address the issue of finding the optimal balance between investment in safety and the growth and competitiveness of industry, which will potentially help to improve long-term performance and to generate markets for safety solutions. In continuation of the cost-benefit analysis it is important to develop common good practices and basic principles for legislation and standards. Cooperation and exchange of expertise is sought with other ERA-NETs and Technology Platforms in view of industrial safety and security of critical infrastructure to synergize strategies and avoid duplication of efforts.

The ERA-NET should target establishing joint RTD programmes between the involved Members and FP7 Associated States, including new systems and tools for detecting and managing dangerous situations, innovative solutions to improve the competence management related to safety both within the industry and the authorities, new methods to enhance the creation of a safety culture and prudent attitudes and reference technologies for life extension of aged and repaired structures. Further synergies would be sought in response to existing European strategy and roadmap initiatives, as well as common National priorities.

Expected impact: The activity should increase the synergies and coordination between national funding programmes, the Framework Programme, research organisations and industries, thus leading to (i) Availability of jointly developed, new technologies and methods that will improve safety in industry (ii) Improve coordination and reduce overlapping in key fields of research; (iii) achieve critical mass and ensure better use of limited resources in fields of mutual interests; (iv) share good practices in implementing research programmes; (v) promote transnational collaborations and new knowledge generation, (vi) provide the basics for harmonized standards and legislation.
