One Day Workshop in Critical Infrastructures Protection

The Cyprus Safety Platform organises a One Day Workshop in Critical Infrastructures Protection on Wednesday 22nd February 2012, in the Cultural Center of European University Cyprus, in Engkomi, Nicosia, Cyprus.

Every day accidents and disasters occur on a small or large scale. These events may have short, medium and long-term impacts on individuals, groups, or the society as a whole.  
A common feature of these accidents and disasters is the lack of knowledge of the conditions that may initiate them and their potential impact on life safety, property and the environment.  This knowledge is essential in developing measures to minimize the probability of their initiation and also to mitigate their damages.

For this reason they propose the creation of the Safety Platform to:

  • Promote research on safety
  • Initiate a two-way communication between social and professional bodies with academics to create a research agenda that responds to real problems
  • Transfer of existing knowledge and knowledge from future research projects from academia to social and professional bodies
  • Promote a safety culture in the society.  
  • The areas of interest of the Safety Platform are multidimensional as is the science of safety. It includes:
  • Safety and health of workers (physical and psychological),
  • Safety in the built environment during the design, construction and use phases,
  • Protection of the environment from chemical and other hazards
  • Proper use of safety technologies
  • Study of the socio-economic impact of accidents and disasters

The safety platform during its life will serve as a "bridge" between industry, academic and research institutes and the state with the purpose of:

  • Providing a forum for the industry and society to reveal and discuss their safety problems and concerns.  
  • Creating a research agenda that focuses on the safety problems facing industry and society
  • Transferring knowledge and technology to society, industry and government, and
  • Assisting government bodies to take necessary measures to implement the findings and recommendations.  
Professor George Hadjisophocleous from Carleton University and Dr Frank Guldenmund from TU Delft will deliver Keynote Speeches.

Workshop TRANSPORTATION OF HAZARDOUS SUBSTANCES 

Transportation of Hazardous Substances: Perspectives and state of the art two years after the Viareggio accident

ESRA Technical Chapter on Land Transportation and University of Bologna will organize on December 1st 2011 in Bologna (Italy) an international workshop on the transportation of hazardous materials in Europe.

The motivation of the workshop starts from the perspective of the Viareggio accident. More than two years ago, on June 29th 2009, a freight train carrying 14 LPG railtankers derailed near to the Viareggio railway station, causing the more severe railway accident involving hazardous materials transportation recorded in Europe in the last 40 years.

The lessons learnt form the Viareggio accident call for a discussion of the research needs concerning safety in the land transportation of hazardous substances in Europe. In recent years, several breakthroughs were obtained in methods for routing, in risk management strategies, and in models for hazard and consequence assessment of hazardous materials transportation. The workshop aims at tracing the state of the art in the field, identifying research needs and opportunities. Several selected contributions from academia and control authorities of different European countries were collected. An extended discussion and a final wrap-up session will also be organized, to contribute to the definition of a shared research agenda in the field.

The event is organized also with the support of the European Technology Platform on Industrial Safety (ETPIS), CISAP and the CONPRICI University Consortium.

Preliminary registration to the workshop is kindly required. Registration fees of 50,00 Euro are required (25,00 Euro for Ph.D. Students).

Involvement of the EU-VRi/iNTeg-Risk partners into the first global survey of ISO 31000–Risk Management Principle and Guidelines 
Following the approved liaison between ISO 31000 and EU-VRi/iNTeg-Risk (see news entry), a discussion between the iNTeg-Risk Project Coordinator and the CEO of EU-VRi, A. Jovanovic, and the Moderator of the LinkedIn ISO 31000 Risk Management Standard Group, A. Dali, took place.

One of the main results, so far, would be the involvement of the EU-VRi/iNTeg-Risk partners into the first global survey of ISO 31000–Risk Management Principle and Guidelines set to kick off on the 17th of October this year. The aim of the survey is to gauge how ISO 31000 is perceived by risk practitioners across all sectors and to provide input for the preparation of the ISO 31004 guide, due out in 2013.

Members of more than 70 risk management associations around the world are invited to participate in the study which is being run through an initiative by the LinkedIn discussion group on ISO 31000. Issued in November 2009, ISO 31000 provides principles and generic guidelines on risk management. It can be used by any public, private or community enterprise, association, group or individual and is not specific to any industry or sector. "This is the first time the global risk management community active across all fields, sectors, industries and services is being invited to participate in an international survey on ISO 31000. It is a great opportunity to share your thoughts and concerns about the ISO standard on risk management" said Alex Dali.

Workshop on Safe-Infrastructures

PESI is organizing, on behalf of ETPIS, a technical Workshop on Safe-Infrastructures. This European Workshop will be hosted by TECNALIA in Bilbao (Spain) on November 14th-15th, 2011.

Safe-Infrastructure is one of the pillars of the SafeFuture Initiative. Infrastructures such as industrial facilities, bridges, tunnels, railway system, power plants are reaching the term of their designed life time, any safety consequences of life extension have to be clearly analyzed (risk informed decision); on the other hand, infrastructures built today or to be built in the near future should integrate in their design solutions that guarantee economical performance for a long time in a quickly changing world without compromise on safety and sustainability (further information on Safe Future is available here).

The PESI programme committee, formed by +20 experts from industry and RTOs, has developed a more detailed R&D Roadmap for Safe-Infrastructures pillar.

You are kindly invited to join the Workshop and participate in the important revision of this roadmap for safer and more secure Infrastructures. One of the Workshop main goals is to present and widely discuss such an initial roadmap as a strategic working document for the new EU Research and Innovation programmes inside HORIZON 2020. What is a "nanomaterial"? European Commission breaks new ground with a common definition

Brussels, 18 October 2011 – "Nanomaterials" are materials whose main constituents have a dimension of between 1 and 100 billionth of a metre, according to a recommendation adopted by the European Commission today. The announcement marks an important step towards greater protection for citizens, clearly defining which materials need special treatment in specific legislation.

European Environment Commissioner Janez Potočnik said: "I am happy to say that the EU is the first to come forward with a cross-cutting designation of nanomaterials to be used for all regulatory purposes. We have come up with a solid definition based on scientific input and a broad consultation. Industry needs a clear coherent regulatory framework in this important economic sector, and consumers deserve accurate information about these substances. It is an important step towards addressing any possible risks for the environment and human health, while ensuring that this new technology can live up to its potential."


Nanomaterials are already being used in hundreds of applications and consumer products ranging from toothpaste to batteries, paints and clothing. Developing these innovative substances is an important driver for European competitiveness, and they have significant potential for progress in areas like medicine, environmental protection and energy efficiency. But as uncertainties remain about the risks they pose, a clear definition is needed to ensure that the appropriate chemical safety rules apply. The definition will help all stakeholders including industry associations, as it brings coherence to the variety of definitions that are currently in use in different sectors. The definition will be reviewed in 2014 in the light of technical and scientific progress.


The recommendation also delivers on a commitment made in 2009 to the European Parliament to issue a single definition that is broadly applicable to all EU legislation concerned by nanomaterials.


The definition adopted today is based on an approach considering the size of the constituent particles of a material, rather than hazard or risk. The wording describes a nanomaterial as "a natural, incidental or manufactured material containing particles, in an unbound state or as an aggregate or as an agglomerate and where, for 50% or more of the particles in the number size distribution, one or more external dimensions is in the size range 1 nm – 100 nm."


The definition is based on scientific advice from the Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR) and the Joint Research Centre (JRC). A draft version of the definition was subject to a public consultation.


Background

Nanomaterials are currently governed by a variety of legislative instruments at EU and national level. However, definitions have been developed on a case-by-case basis and vary across sectors, creating unnecessary burdens for industry and hampering public debate about risks and benefits of these substances. This recommendation gives EU legislators a legal reference for nanomaterials, when adopting new or implementing existing legislation.

The experience of the first registration deadline (30 November 2010) under REACH, the EU's overarching chemicals policy, showed that companies needed more clarity about their obligations with regard to nanomaterials. REACH has a key role to play in generating information about the properties of nanomaterials as chemical substances. With the adopted definition it will be easier for companies to assess their registration dossiers and determine exactly when they should consider their products as nanomaterials.

To facilitate the development of relevant projects, ETPIS has organized a workshop and a brokerage event on September 19, 2011 in Brussels.

In the morning the call “NMP.2012.3.0-2 Total Safety Management for industrial organizations” has been presented by the project officer in charge of the call. Then, results from recent projects and initiatives provided an overview of the remaining challenges in the field of Human and organizational factors in industrial safety.

In the afternoon, a brokerage event was organized in two parts. First, consortia and project initiators have had the opportunity to present their ideas, get a feedback and find possible additional partners. Then, partners interested by the call had the possibility to present their profile.

ESREL 2011 conference provided a forum for presentation and discussion of scientific works covering theories and methods in the field of risk, safety and reliability, and their application to a wide range of industrial, civil and social sectors and problem areas. ESREL 2011 was also an opportunity for researchers and practitioners, academics and engineers to meet, exchange ideas and gain insight from each other.

Workshop Coordination of Standardization activities related to NanoSafety

Nanodevice, ETPIS & Nanofutures with the support of CEN TC 352 have organised a workshop to investigate the possible synergies and opportunities from on-going projects for standardization activities in the field of nanosafety. 

Nanodevice, the European Technology Platform of Industrial Safety (ETPIS), Nanofutures and several other initiatives such as Nanosafe, Saphir… have similar objectives on the improvement of the management of the risks related to nanoparticles and the sharing of best practices using standardization.

The standardization appears to be a key valorization and output of collaborative research, especially of the research performed on emerging technologies. It enables to share knowledge and good practices in an effective way, in particular giving the access of the information to SMEs and contributing to effective, clear and transparent governance. CEN has launched the STAIR initiative (An Integrated Approach for Standardization, Innovation and Research) that is encouraged to be applied to research projects dealing with emerging technologies.

Regarding nanotechnologies CEN has started standardization work on (i) classification, terminology and nomenclature (ii) metrology, measurement and characterization (including procedures for calibration), (iii) health, safety and environmental issues; and (iv) nanotechnology products and processes.

Recently, CEN accepted a mandate M/461 requesting to develop the standardization deliverables listed in its Annex I - Characterization of and exposure from nanomaterials and Annex II - Health, Safety, and Environment of the mandate. The CEN/TC 352 Nanotechnologies was asked to take care of this mandate which recommends that the work to be performed should take into account on-going pre-normative R&D.

Conscious of the needs and the opportunities for the European innovative industry, a group of persons, coming from Nanodevice, ETPIS & Nanofutures, have decided to start an initiative aiming at capitalizing the results from several European and national projects into standardization documents, and providing proposals to address the mandate M/461. This group, with the support of CEN TC 352, invited other experts to join the workshop on September 14 to investigate the possible synergies and opportunities from on-going projects for standardization activities in the field of nanosafety.

The global financial and economic crisis has had adverse effects on employment and working life, and also on occupational safety and health all over the world. Global challenges necessitate global cooperation and one of the most effective and efficient ways is to invest jointly in a safe working environment which will promote well-being and boost productivity by means of eliminating injuries and illnesses.

The object of World Congress was ensuring opportunity of exchange of new information on occupational health and safety among related ones for the aim of introducing culture of prevention worldwide.
The target of the whome to be participated at World Congress was to get an idea about how the relations will be enhanced among governments, employers, non-governmental organizations, employer representatives, employees and their organizations and occupational health and safety professionals in order to eliminate occupational injuries and diseases in whole world.
It was also expected that occupational health and safety practicers gain information on the practical ideas which could be immediately adapted and put into practice.

The programme consisted of an opening, plenaries, technical sessions and symposia as well as a high-level closing session, to elaborate on the motto and the themes of the World Congress. EFFRA is pleased to announce the opening of the consultation process for the association’s strategic research roadmap ‘Factories of the Future - Beyond 2013’. This is a unique opportunity to have your say in the creation of the EFFRA strategic research roadmap.

EFFRA strongly believes that the common strategic framework that is currently under preparation should foster a continuation of the Factories of the Future initiative. Therefore, EFFRA's Industrial Research Advisory Group has compiled a consultation document to reflect on what should be the objectives, approach and scope of the Factories of the Future PPP beyond 2013.

The consultation document and feedback form is being supplied to EFFRA members as well as through the Manufuture platform, Manufuture NRTPs, related European Technology Platforms etc however a copy can be requested via the EFFRA office (see also www.effra.eu).

The consultation document provides an opportunity for interested stakeholders to express suggestions for improvement, completion and priority areas. Such suggestions will contribute to the construction of the strategic roadmap ‘Factories of the Future Beyond 2013’. A first version of this roadmap is anticipated to be completed by the end of 2011.

Double Medal Winning Papers 

Double Medal Winning Papers

Current and past members of HSL (Health and Safety Laboratory) staff have been awarded medals by the Institution of Chemical Engineers (IChemE) for their involvement in producing exceptional published papers.

IChemE medals recognise achievement and work across all aspects of chemical, process and biochemical engineering. The Hutchinson Medal, awarded for both practical and wide-ranging, philosophical or thought-provoking published papers, is normally only awarded to one set of authors, however, an exception has been made for 2010 with two HSL led papers gaining recognition.

HSL's retired former Head of Process Safety Dr Terry Roberts was recommended for the medal along with co-authors Les Shirvill, (Shell Global Solutions) Kevin Waterton (CAPCIS) and Ian Buckland (HSE). The paper 'Fire resistance of passive fire protection coatings after long-term weathering' was published in 'Process Safety & Environmental Protection' in January 2010.

HSL's current Head of Fire and Process Safety Dr Laurence Cusco and HSL Combustion Physics specialist Dr Graham Atkinson were also awarded the medal in recognition of their contribution to the 'Interpretation of overpressure markers and directional
indicators in full-scale deflagrations and detonations'.

Short explanation of action:
The Major Accident Hazards Bureau (MAHB) provides research-based scientific support to the European Community on the formulation, implementation and monitoring of EU policies for the control of major accident hazards, chiefly the Seveso II-Directive, 96/82/EC, concerning the processing and storage of hazardous substances. 
 
Short description of the activity (profile):
Development of methods and tools for the consistent and robust assessment of risks in chemical industrial plants, focusing on all causes, i.e., accidents internal to the installation, natural events and malicious acts. Research on accidents involving hazardous substances. Analysis of trends and lessons learned applying appropriate risk assessment methodologies and tools. 
 
Specific requirements for the call/knowledge:
PhD in science, engineering or equivalent, or minimum 5 years of research experience after the first university degree giving access to PhD studies. The successful candidate should have demonstrated experience in the analysis of hazardous installations, both frequency and consequences of major accidents and use of reliability datasets. Experience associated with implementation of the Seveso II Directive and knowledge of EU legislation for classification and labelling of hazardous substances are preferred. 
 
Language requirements: 
Knowledge of English at B2 language level according to the Common European Framework of Reference for Languages. 
 
Eligibility criteria: 
PhD degree or a minimum of 5 years full time research experience after the first university degree giving access to doctoral (PhD) studies in a field relevant to the JRC's scientific activities, according to the eligibility requirements for the grantholder category (please see: http://ipsc.jrc.ec.europa.eu/jobs.php?id=8)

The European Commission invites stakeholders to a brainstorming workshop on regulatory testing of nanomaterials. The event took place in Brussels on 25th May 2011.


·      Background

The fast development of manufactured nanomaterials and their presence on the market make it necessary to evaluate their environmental and health impacts. The Commission intends to publish a call aiming at funding a project with max EU contribution €10 million and targeted overall contribution from Member States and FP7 associated states, governments and industry, of €40 million.

·      Objectives

The objectives were to share ideas in order to conceptualise the action, to analyse and plan the problem solving process and to bring together the main stakeholders, authorities, industry and research laboratories.

·      Participation

The meeting was open to funding services and agencies of the Member States and of FP7 associated states, to industry, academia, research laboratories and any other person active in this domain.

Roadmap to a Single European Transport Area - Towards a competitive and resource efficient transport system.

The European Commission adopted a roadmap of 40 concrete initiatives for the next decade to build a competitive transport system that will increase mobility, remove major barriers in key areas and fuel growth and employment. At the same time, the proposals will dramatically reduce Europe's dependence on imported oil and cut carbon emissions in transport by 60% by 2050.

By 2050, key goals will include:

  • No more conventionally-fuelled cars in cities.
  • 40% use of sustainable low carbon fuels in aviation; at least 40% cut in shipping emissions.
  • A 50% shift of medium distance intercity passenger and freight journeys from road to rail and waterborne transport.
  • All of which will contribute to a 60% cut in transport emissions by the middle of the century.

Next ETPIS General Assembly on March 10, 2011 in Brussels 

6th ETPIS General Assembly


The 6th ETPIS General Assembly took place on March 10, 2011 in Brussels, at Fondation Universitaire.


This General Assembly was dedicated to the launch of the SafeFuture initiative in the new context set up by the European Commission, with the EU2020 Strategy and the Innovation Union scheme.

In addition, the new elected Executive Board of ETPIS has been introduced and the plans for 2011 have been presented.

Representatives from DG Enterprise and DG Environment were also present their "industrial safety" agenda for the short and mid term, with the adoption of a proposal to replace the current Seveso directive and the new Industrial Emission Directive adopted on November 24th, 2010.

A workshop on the Production of Biogas - Safety & Regulations has been organised by INERIS and EU-VRi on November 24th, 2010 in Paris.

The overall objective of the workshop was to bring together the European experts in biogas production to define the best practices that will support the quick and safe development of this new energy.

Practically, the operational objectives that the workshop were:

  • Share information, in particular on projects, processes but also on safety and regulation in order to identify the state of the art in these fields across Europe.
  • Find and understand the gaps in terms of safety and regulation.
  • Propose solutions to fill those gaps and possibly prepare the base of a permanent network on safety aspects.

Basic idea and objectives

Analyzing life cycle behavior and potential risks of new technologies and products are becoming an ever increasing factor of sustainable success of these technologies and products. This applies also to the technologies and innovation being developed in many EU FP7 NMP (Nanosciences, Nanotechnologies, Materials and new Production Technologies) projects. Main goal of the meeting is to explore the possibilities for coordination, alignment and liaison among the running projects, coordination between the EU and industry for future research, possibilities for cross-project activities, possibilities for data and tools sharing and horizon mapping – all for LCA and risk analysis related to nanomaterials.

Target participants / audience

Target number of participants approx. 25; material scientists, LCA specialists, risk professionals, project coordinators, legislators. Participation by invitation and this announcement; Responsible partners and coordinators of the NMP project dealing with issues of LCA and risks related to nanomaterials such as  iNTeg-Risk, M-RECT, MUST, MATRANS, Prosuite, Particoat, ...

Expected outcomes

(1) coordination and alignment among solutions in different running projects and

(2) inputs for the priorities of future calls in the area LCA/risk such as self-healing materials

Invitiation for the CWA 15740:2008 


"Future of standardization of Risk-Based Inspection and Maintenance in Europe,
based on further development of  CWA 15740:2008"


As you may recall, in April 2008 CEN has published the CEN Workshop Agreement document  CWA 15740:2008 "Risk-Based Inspection and Maintenance Procedures for European Industry (RIMAP)". What at the time was envisaged primarily as a step enabling practical application of RIMAP results and had to compete against well established documents from the US, came out to be a robust concept with some important advantages like linking RBI to RCM, allowing application of different specific methodologies and tools under the same framework, successful applications and the possibility to embed the financial aspects of RBI/RCM.

Now, at the beginning of 2011, 3 years after being issued, the status of CWA 15740:2008 document must be reviewed. Several options for "further life" and further development are open and it would be very important that the interested stakeholders decide which way is in their best interest. That is why we would like to invite all the people and companies interested in standardization of modern RBI approaches and practices, and in particular those meaning that CWA 15740:2008 could offer a good basis for that to come to

The objective of the meeting is to define the "way forward" which has to be communicated to CEN and DIN at latest in April 2011.

The following aspects should be explored:

1.    Which standardization or other bodies (CEOC?) are interested in advancing the standardization aspects of the European RBI

2.    Which companies/persons would like to be involved into this activity

3.    CEN TCs possibly interested in "hosting" the topic

4.    Define the principal directions of contents updating of CWA 15740:2008 – e.g. with respect to new US, Japanese and Korean docs, and developments in countries like China

5.    Define the Operating team for the new European RBI (EN based on CWA 15740:2008)

6.    Prepare the report for the CEOC GA in May in Warsaw (if appropriate) or at some other occasion(s)

Steinbeis Advanced Risk Technologies will prepare and launch the survey (CEOC, TÜV and other partners might contribute reviewing the questions and by inviting people to take part) to prepare better for the meeting.

The central nerve in the spine of our high-tech world is metrology, the science of measurement. Ever more precise and reliable measurements are essential in our daily lives, and to drive innovation within our knowledge based economy. What we cannot measure, we do not understand properly, and cannot control nor manufacture or process reliably. Thus, advances in metrology
have a profound impact on our understanding of and ability to shape the world around us. With the overall goal of accelerating innovation and competitiveness, generating data and knowledge necessary to improve quality of life, and providing better tools for the scientific community the European Metrology Research Programme (EMRP) aims, through European integration, to develop new measurement capabilities which have strategic impact for Europe. The EMRP is one of the new European supported Article 169 (Art. 185) initiatives, jointly funded by the European Union and the participating countries (Austria, Belgium, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Hungary, Italy, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden and the United Kingdom, as well as Norway, Switzerland and Turkey).

Advice on Land Use Planning 

Risk calculations by prescription:rituals for granting permits and land-use planning

In The Netherlands, the quantification of risks in external safety policy has developed into a ritual due to the prescription of an oversimplified calculation program. This prescription is referred to as unification. The present advice deals with two aspects: on the one hand, the risk calculations themselves, and on the other, the use of the outcomes of risk calculations in decision-making. The way in which calculations must now be made fails to do justice to the complexity of industrial practice, and the way in which the decision-making takes place severely limits the potential of quantitative risk analysis for understanding risks and prioritising actions. This is demonstrated and discussed in this advisory report. The Netherlands Hazardous Substances Council wishes to argue for better calculation methods and data, and moreover for reform of the decision-making process. This latter will be elaborated in a later advisory report.

The second EJRR conference, whose ETPIS is partner, will take place on Tuesday, 22 February 2011, at the Club De Warande in Brussels.

Overview
The first registration deadline of the REACH regulation has just passed: Substances in high quantities and CMR substances had to be registered by 1 December 2010 - two more will follow until 2018.

At this conference, the second in the field of law which is covered by our European Journal of Risk Regulation (EJRR), we will evaluate and discuss the impacts and challenges of this registration deadline for the chemical industry. 
At the beginning of the conference the actual situation after December will closely looked at from different points of view with seven speakers from various backgrounds informing the audience about their experiences. Towards the end the speakers will concentrate on a possible revision (panel discussion with all speakers).

Target Group
 This EJRR Conference on REACH mainly targets members of the legal departments of the chemical industry and downstream users as well as lawyers with a focus on chemical law.

Global Risks 2011, Sixth Edition: report now available 

Global Risks 2011, World Economic Forum



The financial crisis has drained the world’s capacity for dealing with shocks. The frequency and severity of risks to global stability have amplified, while the ability of global governance systems to deal with them has not.

This World Economic Forum publication, while painting a less than optimistic picture of the world’s ability to cope with fresh shocks, does highlight strategies stakeholders can adopt to reduce the down- sides associated with global risks. Apart from identifying risk clusters and emerging risks, the report also cites two serious cross-cutting threats. These are the uneven distribution of the fruits of globalization and the increasingly difficult task of finding common ground between nations.

Chemical Accidents (Seveso II) - Review of the Directive  

Seveso II - Review of the directive


A review of the Seveso II Directive 96/82/EC has recently been concluded.
As a result of the review process, on 21 December 2010 the Commission adopted  aproposal for a new Directive that would repeal and replace the current Directive) by 1 June 2015.


The main changes proposed are:

  • to align Annex I to the Directive (defining the substances falling within its scope) to changes to the EU system of classification of dangerous substances to which it refers;
  • to include corrective mechanisms to adapt Annex I in the future to deal with situations over time from the alignment where substances are included/excluded that do/do not present a major-accident hazard;
  • To strengthen the provisions relating to public access to safety information, participation in decision-making and access to justice, and improve the way information is collected, managed, made available and shared;
  • to introduce stricter standards for inspections of installations to ensure the effective implementation and enforcement of safety rules.

Call for Presentations and Posters - EuroNanoForum 2011

The EuroNanoForum is a biannual event of the European Commission hosted within the framework of the Presidency of the European Union since 2003. EuroNanoForum 2011 (ENF 2011) will be the fifth event in this series featured as a prominent event of the Hungarian Presidency on 30 May – 1 June 2011 in Budapest.

For the first time, EuroNanoForum is joining forces with another leading European nanotechnology event, Nanotech Europe, to provide a single meeting point for the whole nanotechnology community. Previous EuroNanoForum and Nanotech Europe events have each attracted 700-1000 participants.

Contributions
The Lund Declaration of July 2009 specifies the Grand Challenges faced by European society and businesses should be solved by sustainable solutions in several areas such as global warming, tightening supplies of energy, water and food, ageing societies, public health, pandemics and security with the overarching challenge of turning Europe into an eco-efficient economy.

Abstracts are expected to specify potential contributions to solving such grand challenges with nanotechnology.

EuroNanoForum 2011 contributions may address scientific, industrial and/or societal aspects:

  • Science and technology, highlighting world-class research
  • Innovation and business, identifying nanotechnology opportunities and barriers throughout the value chain
  • Society, taking a holistic approach to address societal benefits and risks.

Contributions may be in the form of a presentation or a poster.
Applications for presentations and posters may be submitted until 31 January 2011.

Selection
The abstracts will be reviewed by an International Advisory Committee which is composed of representatives of European private and public research and industry.

Award for young researchers

Awards will be offered to the best posters presented by young researchers.
The authors of the selected best posters will be invited to participate at the conference.

On February 1-2, 2011 the European Textile Technology Platform together with the European Technology Platform on Industrial Safety and other key stakeholders of the European Personal Protective Clothing & Equipment sector will organise a high-level conference in Brussels.

The purpose of the PPE Conference 2011 is to take stock of the activities of the European Lead Market for Protective Textiles over the last 3 years and to explore evolving end user needs, emerging technology and innovation trends as well as business developments in the European and global markets for Personal Protective Clothing and Equipment.

The 1 1 day event will especially seek an intensive exchange between buyers and users of such products on the one side and the PPE value chain on the other. Finally the event will also benefit from contributions of policy makers, regulators and other public sector stakeholders with impact on the future shape of the European PPE market.

CEN organise a Workshop on Competence of specialists advising SMEs 

CEN Workshop 41 - Competence of specialists advising SMEs concerning integrated quality, environment, health and safety


CEN (European Committee for standardization) will organise a workshop on "Competence of specialists advising SMEs concerning integrated quality, environment, health and safety" and you can provide your comments about the workshop agreement.

Regarding the management requirement, it is not always easy for SMEs to applicate the ISO 9000 certification because of costs or employement of personnel with the required competencies. Thus, the CEN has considered that it is necessary to have specialists consultants with the right competence, who can be certified by a third party, so that entreprises will trust them and ask for their services.

The CEN Workshop Agreement (CWA) wrote by the CEN to define at European level, the competence of a specialist who will assist an SME to implement a management system by advising on quality, environment, health and safety.
This CWA is under enquiry and you can provide your comment about the draft CWA.

A workshop on the Production of Biogas - Safety & Regulations is organised by INERIS and EU-VRi on November 24th, 2010 in Paris.

The overall objective of the workshop is to bring together the European experts in biogas production to define the best practices that will support the quick and safe development of this new energy.

Practically, the operational objectives that the workshop will fulfill are:

  • Share information, in particular on projects, processes but also on safety and regulation in order to identify the state of the art in these fields across Europe.
  • Find and understand the gaps in terms of safety and regulation.
  • Propose solutions to fill those gaps and possibly prepare the base of a permanent network on safety aspects.

International cooperation on shared R&D challenges


Safety authorities around the world have chosen ageing facilities, carbon capture, transport and storage (CCS) and deep water drilling as the most important areas for R&D cooperation over the next couple years. This was decided at the annual meeting of the regulatory authority forum International Committee on Regulatory Research and Development (ICRARD).

During the meeting, which was held in Buxton, there was broad agreement that ICRARD's website has effectively contributed to spreading information on R&D activities across national borders in line with the forum's motto - "Sharing information - connecting people".The presentations and discussions during the meeting confirmed the impression that there are many shared R&D challenges within the petroleum activities. This emphasises the need for more international cooperation in the future.

ICRARD  was established in 1994 as a venue for sharing information and experience within HSE research in the petroleum activities.The initiative was taken by the authorities in the US, Canada, UK and Norway, and over the years, several countries' regulatory authorities have joined the forum.

In terms of economics, analysts have estimated that the worldwide market for nanomaterials will be 2,600 billion Euros in 2014. However, the potential impact of these new materials on human health and the environment is viewed with apprehension. This new industry can only develop dynamically if these preoccupations are satisfactorily allayed.

Following the successful outcome of the past International Conference on Safe production and use of nanomaterials Nanosafe 2008 that took place in Grenoble (France), the Organizing Committee has decided that the next edition will take place in MINATEC again in November 2010.

The VSB-Technical University of Ostrava would like to enhance their research and scientific activities by really realistic co-operation with foreign research institutes, and personalities with good qualifications and scientific reputation. (Criteria are: Experience from prestigious research institution, experience with team management, other criteria such as at least 10 remarkable publications during the last 8 years, 5 reputable citations…)

Now possibilities of obtaining grants for paid stays of foreign researchers, namely in the position of research team leader and that of full member of this team, at the University is opening up.   The close co-operation could be bilaterally fruitful and for this reason, the University would welcome involvement in research projects, especially in the following areas:  New environmentally friendly technologies, more specifically Safety aspects of environmentally friendly technologies associated with the mining of mineral resources from the point of view of explosibility, combustibility, spontaneous ignition and mine air ventilation, and similar topics.

The expected start of the project (maximum duration: 36 months) is the summer of 2011. The minimum workload of a foreign researcher is defined as 50% load at an average for the whole duration of project implementation (salary of EUR 6000 per month as a maximum).

Interested persons in this kind of research project are invited to express consent as soon as possible, because the deadline for submitting the application concerned to the Ministry of Education, Youth and Sports of the Czech Republic is September 27, 2010.

INNO[SAFE&CLEAN] - Launching Seminar on September 21, 2010 
INNO[SAFE&CLEAN]


Industrial technological development today can generate new risks which can impact negatively innovation. This is particularly true in the four industrial sectors: new materials (nano-materials, composites…), bio-energies, fuel cells and CO2 capture and storage. Insufficient demonstration that risks have been properly identified, evaluated and are correctly managed can create fears among the industry and the authorities that may slow down the spreading of the new technology and then reduce the impact of its benefits. It can also create fears among the public and the consumers, and therefore hamper the market. This has been recently illustrated by several cases such as the burning of new batteries, etc. This analysis is particular true for SMEs which are often more focused on the technical aspects of the innovation that the associated aspects like safety and environmental friendliness.

INNO[SAFE&CLEAN] is an initiative aiming at helping SMEs to better control process, products and environmental risks during the innovation process, and therefore provide a competitive advantage. Practically, the project focuses on the 4 above mentioned industrial sectors. Helping SMEs demonstrate that the risks for the workers, for the environment and for the consumers are properly managed, reassuring the consumer as well as the regulatory bodies, will provide them an economical advantage, give added value and increased competitiveness of the European Industry and help provide a quicker access to the market in Europe.
The second impact expected is on the costs, because if safe and clean innovation lower the number of accidents (cost on manpower) and optimise the energy consumption as well as the amount of waste (cost of energy and waste treatment). Optimisation of both aspects (safety and environmental friendliness) with an integrated approach guarantees the interest of the industry and long term performance.

In operational terms, INNO[SAFE&CLEAN] will focus on the following objectives:

  • Identify through a survey the most innovative industrial sectors where new risks are expected because of new materials (nanomaterials, advanced composites…), new chemicals or bio-substances, new processes or important changes in existing known processes.
  • Map the anticipated industrial risks, for the sectors identified.
  • Elaborate a concerted definition of the needs to improve risk control (tools, data, services…)
  • Propose an action plan and a roadmap with business scenarios in terms of R&D, dissemination and training, and services to industry (including certification or labels).

This collective action is driven by the "Pôle Risques" in collaboration with the "Pôle Trimatec" and "PRIDES Novachim".

In a first stage, INNO[SAFE&CLEAN] is limited to the SMEs from Region Provence-Alpes-Cote-d'Azur (South of France). Later, it will be extended to other EU countries.

The launching seminar will take place in Aix-en-Provence (France) on September 21th, 2010,  organized and hosted by "Pôle Risques". This seminar aims at informing participants about the methodology and sharing best pratices. Industrial Technologies 2010, September 7-9, 2010 in Brussels 


On 7, 8 and 9 September 2010, a major conference in the area of Industrial Technologies will be organised in Brussels by the European Commission in cooperation with the Belgian EU Presidency. The focus will be on nanotechnologies and nanosciences, materials and production technologies, which are the key areas of the FP7 NMP Theme.

The European Industrial Technologies Conference will address:

  • The need for innovation within European industry and major obstacles hindering innovation;
  • Future perspectives for industry with newly developed manufacturing technologies, materials and nanotechnologies;
  • The social, environmental sustainability and competitiveness perspectives of the European manufacturing industry.

The conference will give you the possibility to meet major actors in the field. It will be an international forum where industry, research organisations, universities as well as policy makers will meet and discuss possibilities for cooperation and proposals for improved integration in the near future.

In addition to the Commission NMP Theme and the Belgian EU Presidency, the conference is also supported by the Manufuture European Technology Platform which represents the major European industries and research organisations in the field of manufacturing. The Platform is promoting the use of new enabling technologies in Factories of the Future.

EU Research for the Environment - Info days in Brussels 

For the fifth time during FP7, DG Research is about to launch a major batch of calls open for participants from Member States, Associated countries, International Cooperation Partner Countries, and other countries.

The Environment theme covers topis such as climate change, environment and health, biodiversity, environmental technologies and earth observation, among others. Under the overarching theme " Transformation to Sustainable Societies in a Changing Environment" this year's areas of focus will be adaptation to and mitigation of climate change, eco-innovation and governance. The aim of the two-day event is to inform potential researchers about FP7 and the new Transport Calls for Proposals under the ‘Co-operation’ Programme. Main purpose of the conference is provide a forum at which the topics relevant for the EU "flagship project" iNTeg-Risk (“Early Recognition, Monitoring and Integrated Management of Emerging, New Technology Related, Risks”, www.integrisk.eu-vri.eu), involving a budget of almost 20 million €, more than 80 leading European companies and more than 400 professionals working on the project directly, can be openly and thoroughly discussed among all interested parties. It is, therefore, a unique opportunity for project partners to communicate their results to the “outside world” and an opportunity to interested professionals, not participating in the project, to learn “from one hand” about the project. Hence, all professionals working in the areas of risk/safety related emerging, communication, legislation and policy making are encouraged to contribute.


This year the conference will be focused but not limited onto the issues related to dealing with multiple and interconnected emerging risks of New Technologies. The conferences will be accompanied (see the program below) by 10 specialized workshop and courses devoted to major topics dealt with in iNTeg-Risk, by an exhibition and series of project meetings.

High-level representatives from government, regulatory and standardization bodies, EU and EU agencies, industry, press and other organizations will participate, too, and this will provide a unique opportunity to meet and exchange experiences among different stakeholders groups.

Technical workshop to define new projects on Structural Safety 
In 2009, the Members of the ETPIS High Level Group have selected as a TOP 5 priority the following topic:

"Methods to maintain safety of aged and repaired structures and provide technologies for life extension
& Reliability based design and structural health monitoring (SHM) and risk based inspection technologies
"

At the same time, several Member States have expressed their interest in initiatives that can help to better manage aging of the industrial facilities and infrastructures.

In France, a national action plan has been launched on January 13, 2010 to invite the industry to prepare the modernisation of the industrial facilities to minimize the impact of aging of the industrial installations (see http://www.developpement-durable.gouv.fr/Plan-de-modernisation-des.html).

As a contribution to this challenge, ETPIS with the collaboration of IMDR and the industrial partners represented in the High Level Group has organised a technical workshop entitled: New challenges in Structural Safety in the context of the EU2020 Strategy and EU Grand Challenges.

The workshop will take place in Paris, on May 31st, 2010.

The objective of the workshop are to:

- share information on  current challenges involving structural safety knowledge
- define the content of possible projects and initiatives
- identify leaders for new projects and new initiatives

5th ETPIS General Assembly 
The 5th ETPIS General Assembly will be held in
Prague, Czech Republic, 19-20th May, 2010.

The red line of this event is the identification of synergies between ETPIS and other Technology Platform or European initiatives,  to address the Grand Challenges as identified by the European Commission and dealt with in the EU2020 Strategy (see http://ec.europa.eu/eu2020/)

. 18 May afternoon: 5th meeting of the National Technology Platform on Industrial Safety
You should attend this event if you are a leader of a national TPIS or if you are an active member of your national TPIS. It will be the occasion to undertake activities to enhance the cooperation between the NTPIS.


. 19 May: 5th General Assembly of ETPIS Members with a focus on the collaboration with other ETPs and initiatives to address the EU Grand Challenges as identified in the Stategy 2020 adopted on March 3, 2010.
In the morning, you will learn about the activities of ETPIS partner organisations in the field of industrial safety and see where you could support or collaborate.
Then, after the presentation of the HLG priorities summarising the vision of the industry regarding industrial safety, 2 representatives of other ETPs will introduce their vision to address the European Grand Challenges and describe where industrial safety plays an important role.
Later in the afternoon, EU projects initiated or linked to ETPIS will be presented by their leadership.
Finally, the Executive Board will report about the activities in 2009 and present the plans for 2010.

This event is the occasion to present a project idea and collect interest, or to join initiatives and consortia in development.

NB:
A registration fee of 95 € for each day (for 19-20 May) is required to cover costs related to the organization of the event (venue, catering including breaks and lunch…).
The registration fee for the NTPIS meeting is 80 € (including lunch and break in the afternoon).

The 5th Meeting of the National Technology Platform Industrial Safety will be held in

The objective of the meeting is to define synergies and common activities among the National Technology Platforms on Industrial Safety, in the context of the preparation of the ERANET Industrial Safety.

Responsible Care Report 2008-2009 available 
ETPIS is a partner of the European Responsible Care programme supported by CEFIC.

In that context, ETPIS was involved in the project prisme²

prisme² has been initiated by Cefic together with ECEG and EMCEF, the chemical industry partners in the European Social Dialogue, and the UK based Centre for Tomorrow’s Company in November 2008. The project is designed to better involve small and medium sized companies in Responsible Care® and to generate added value to their business through improved environmental, health and safety management. prisme² stands for Promoting Responsibility In SMEs, where the squared symbol implies the redoubled effort through the involvement of employers and workforce.

Workshop "GOAL-ORIENTED REGULATIONS TO CONTROL INDUSTRIAL RISKS", 20 Nov. 2009 in Brussels 
Background

Goal-oriented regulations seem to be an attractive regulatory framework both for the authorities and for industry.
It provides flexibility where the requirements cannot be totally prescribed because of the complexity of the processes or systems dealt with. It gives the industry the opportunity to define the state-of-the-art and its quick evolution in particular when innovation is a driver some industry sectors. The role of the authorities is a role of endorsement of the good/best practices and control of implementation. When a goal-orientated regulation is accompanied with agreed guidance documents or norms, it helps the industry operators to demonstrate to the authorities the conformity with the regulations.

To gain knowledge and understand the level of implementation of goal-orientated regulations in the control of industrial risks INERIS in partnership with EU-VRi decided to launch a project and analyze the current practices in several countries and understand the difficulties faced by the authorities and the industry.
The scope of the analysis relates to the following regulations, relating to the control of industrial risks:
·    Seveso Directive
·    IPPC Directive
·    ATEX Directive and the Parent Directive for the Occupational Health and Safety at Work.

As part of the project, this workshop is organised in Brussels, on 20 November 2009, at CEN premises (17 Rue Marnix, Brussels, Belgium).

Healthy Workplaces European Summit 2009  

ETPIS is a partner of the Healthy Workplaces European Summit 2009


LEIA, as active member of ETPIS, has organised a Workshop “Risk Assessment: the role of Large European Companies on Subcontracting” on November 16th in Bilbao (Spain).
This event is integrated in the “Network Day 2009” organized by the European Agency for Safety and Health at Work (EU-OSHA) in the context of the European “Risk Assessment” campaign and its Closing Event (November 17th, Bilbao). This Workshop has been promoted by the European Technology Platform on Industrial Safety (ETPIS), as a partner of the EU-OSHA campaign.

Accelerating Eco-innovation through ETV 12th – 13th October 2009, Brussels 

Message from the organisers:

accelerating eco-innovation is an important aim of ETAP for the environment, the European economy and Europe in a global market. Proving that new technologies are working through Environmental Technology Verification (ETV) is one way to achieve the goal.
 
Therefore, the European Commission intends the implementation of a EU ETV system. ETV is an independent assessment of the performance of a specific environmental product or technology and provides quantitative information on the performance of innovative technologies.
 
  • Investors and customers can have confidence that new technologies meet the claimed performance.
  • Technology providers can speed up the market acceptance of innovative products.
  • An ETV scheme at EU level can open markets within Europe following the principle 'verified once, accepted everywhere'
  • International recognition and mutual acceptance with non EU ETV schemes supports European technologies in a global market.

 
In projects all over Europe, first experiences with ETV in pilot technology sectors such as air pollution abatement, water monitoring and treatment, cleaner production and contaminated site remediation have been collected.
 
The conference ‘Accelerating Eco-innovation through Environmental Technology Verification’ addresses technology providers, industry representatives and associations, politicians and regulators, with the aims to:
 
  • Introduce ETV as a tool for technology promotion
  • Show results of pilot verifications
  • Open a gate for participants to present their views to the European Community and decision makers
  • Actively discuss the pros and cons of EU ETV in a global market

ESREL 2009 Annual Conference 

The annual ESREL Conference stem from a European initiative merging several national Conferences into a major yearly conference under the auspices of the European Safety and Reliability Association (ESRA).

The conference will provide a forum for presentation and discussion of scientific papers covering theory, methods and applications in the fields of risk, safety and reliability to a wide range of sectors and problem areas.

Abstracts and papers are invited for submission through this conference web page. Manuscripts will be reviewed by the Technical Programme Committee in accordance with standard practice and the criteria for the conference. Final acceptance of the papers is based on review of the full papers. The congress official language will be English.

Prague has been selected as the venue for upcoming ESREL 2009. Prague, the capital city of the Czech Republic, lies in the heart of Europe and ranks amongst the most impressive historical cities in the world. Prague was established as a town when Prague Castle was built in 870. In the 11th century, the fi rst Czech King, Vratislav I, chose Prague as his capital.

The SRA Europe Meeting in 2009 will be held from 28th June – 1st July in Karlstad, Sweden. The conference theme will span across the broad range of risk issues from everyday risks to extraordinary events. The conference aims to facilitate exchange of experiences from different disciplines, fields and application areas.

ETPIS supports EU-OSHA to promote safe and healthy workplaces 
European Week aims at cutting workplace accidents and diseases

Reducing the number of work-related accidents and illnesses is the target for the European Week for Safety and Health at Work from 20-24 October 2008. Organised by the European Agency for Safety and Health at Work (EU-OSHA), the week's campaign activities will highlight the importance of assessing health and safety risks. EU-OSHA has also produced a new report on 'Risk Assessment' to showcase practical ways in which workplace risks can be managed and reduced.

The European Week is part of the Healthy Workplaces campaign on risk assessment. During this week hundreds of campaign events and activities will take place all over Europe. These include conferences and exhibitions, training sessions and activities where both large and small companies work together. The common theme linking all these events is promoting the importance of carrying out risk assessment in every workplace.
Jukka Takala, Director of EU-OSHA, says: “Every three-and-a-half minutes somebody in the EU dies from work-related causes and every four-and-a-half seconds an EU worker is involved in an accident that forces them to stay at home for at least three working days*. This is unacceptable! We need a change, and this change starts with assessing workplace risks. We have to make employers, workers, safety representatives and policy makers aware that proper risk assessment is the key to good workplace safety and health management.”
The success of the Healthy Workplaces campaign and its European Week is largely due to the support of the EU-OSHA network of focal points in the 27 EU Member States and accession countries. The contribution of many local and regional initiatives carried out by trade unions, enterprises, NGOs and government administrations also play an important role. All these activities show that workplace accident and illness prevention is a top priority in Europe.
The newly published Risk Assessment Magazine is one of many initiatives to increase awareness about the importance of proper risk management. It shows examples of good practice by government ministries, employers’ organisations and trade unionists from across Europe to improve workplace risk management.

  • *Every year 5,720 people die in the European Union as a consequence of work-related accidents, according to EUROSTAT figures (1). Besides that, the International Labour Organisation estimates (2) that an additional 159,500 workers in the EU die every year from occupational diseases. Taking both figures into consideration, it is estimated that every three-and-a-half minutes somebody in the EU dies from work-related causes and that every four-and-a-half seconds an EU worker is involved in an accident that forces them to stay at home for at least three working days (3).

    The campaign runs for two-years (2008/2009) and is backed by the EU Presidencies, the European Parliament, the European Commission and the European social partners. During the European Week for Safety and Health at Work (20-24 October 2008 and 19-23 October 2009), a series of events will be organised, involving the focal points, which are usually the national OSH authorities in each Member State.
    The campaign also features Good Practice Awards, which recognise companies and organisations that have made outstanding contributions in promoting risk assessment in the workplace. The campaign engages a wide range of businesses and organisations, to help get the key messages across to their partners.
    Participating organisations and individuals can download a personalised “Certificate of Participation” or show their commitment by getting involved as a campaign sponsor or partner.

ETPIS, with 8 other major organisations, is supporting EU-OSHA to promote safe and healthy workplaces.

Nine pan-European and multinational organisations have signed up to be part of the first wave of official partners of the Healthy Workplaces campaign. Organised by the European Agency for Safety and Health at Work (EU-OSHA), the campaign focuses on the evaluation of health and safety risks and aims at reducing work-related accidents and illnesses. Improvements in this area are urgently needed. To give just one example figure: It is estimated that every three-and-a-half minutes somebody in the EU dies from work-related causes*.

Among the participating organisations are European employers’ and workers’ federations, multinational companies from various industry sectors, research platforms and NGOs. By signing up as official partners, these organisations get substantially involved in the campaign and promote risk assessment as the first essential step for good workplace safety and health management.

“We are very proud that so many renowned organisations decided to help us raise awareness on this important topic”, Jukka Takala, Director of EU-OSHA said. “Risk assessment is the key to preventing accidents and ill health at work. It is a legal obligation throughout Europe, but there are still companies that do not assess their risks regularly. This is reflected in figures of accidents and diseases at work which show that improvements are still needed, especially in SMEs. Partnerships with these nine organisations allow us to further increase the impact of our Healthy Workplaces campaign, already now one of the world’s largest information campaigns on occupational safety and health. And this is only the start since we are in touch with many more organisations that will join soon.”

In practical terms, the official partners promote the Healthy Workplaces campaign through their information channels, disseminate campaign material to their networks and organise their own activities such as conferences, workshops, training sessions, media events and poster competitions. In return, EU-OSHA rewards them with extensive promotion via its website and newsletter to more than 38,000 subscribers. In addition, every participant receives a Partner Certificate and is acknowledged when the Agency presents and promotes the campaign to stakeholders at EU level and to the media.


 
Steinbeis collaboration with DIN 
The lecture of the DIN director Dr. Bahke on the Steinbeis Day was the first step towards a close cooperation, which was established in the summer of 2008 between the Chairman of Steinbeis Foundation Prof. Dr. Trasch and Dr. Bahke. At a following stage and during the next years, CEN-Workshop Agreements (CWA) are going to be prepared through a European research project with subject "Early recognition and management of new technology related risks", under direction of Prof. Dr.-Ing. Aleksandar Jovanovic.

As stated at the web-site of the German Institute for Standardization (DIN), on the 19th of September during his lecture Dr. Bahke has informed the audience about “Standardization as prerequisite for the success and sustainability of new technologies” and stressed out the positive collaboration between Steinbeis and DIN. “An early care for standardization in the research process and especially for the interpretation of results concerning state-of-the-art technologies can offer an advantage to Germany”, said Dr. Bahke. The audience was particularly interested in the use of standardization in research projects and new innovative fields, as well as in the value of standards in technology transfer.

Steinbeis day is the meeting point of colleagues, students and project partners of the Steinbeis Foundation (http://www.stw.de). Most of the directors of transfer centers are professors at universities.

International Forum on Industrial Safety 
The Foundation for an Industrial Safety Culture shall organize from July the 8th to July the 10th 2008 a Forum providing an understanding of the issues and of the methods associated with industrial risk. Election process

Elections of Executive Board were organised to legitimate the management of ETPIS, and therefore assure the sustainability of the operation of the Platform.

During the period between 7 March to 20 March, five candidates have applied to stand for election.

Who to elect?

Executive members of the Management Board are elected according to the paragraphe 5.2.2 of the Terms of Reference (version 9).
Executive members of the Management Board shall represent a fair and balanced profile of stakeholders up to a maximum of 6 persons corresponding to the following functions :
  • Chairperson
  • General Secretary
  • Financial Officer
  • Officer for communication and co-ordination with other ETPs and national TPs
  • Officer for the co-ordination of the Focus Groups
  • Officer for the co-ordination of specific missions (implementation of the strategy)

Results

The 5 candidates were elected, plus R. Nomen who was nominated 11 times.
The distribution of the tasks presented at the 3rd General Assembly is as follows:

2nd Mirror Group Meeting on 5 March in Brussels 
The representatives of the Member States will be informed about the activities of ETPIS, the project granted under FP7 and other intiatives. Discussions on the creation of an ERA NET+ will also take place.

New National TPIS ! 
The number of active national TPIS is growing with the official launch of Romanian TPIS (on 28 May 2007, in Buccarest) and Czech TPIS (on 13 June 2007, in Ostrava).

New Hub for Research Infrastructures 
After several expressions of interest from the Members of ETPIS to better identify and develop the use of large scale facilities, a workshop was scheduled on 11 May to gather interested members in order to exchange views and opinions and to prepare a "Position Paper" on this issue addressing needs for large scale experiments in the future.
Interested parties are from both above ground and underground communities.

The workshop enabled to prepare a message to be presented
at the ESFRI conference on Research Infrastructure that will be in Hamburg on 5 & 6 June, organised under the German Presidency.

European Conference on Security Research 
In cooperation with the European Commission, the German Federal Ministry of Education and Research (BMBF) invites to the second “European Conference on Security Research” SRC '07, which takes place within the framework of the German EU Council Presidency. At the same time, SRC '07 serves as the starting-conference for the “European Security Research Programme” which was / will be implemented as a specific programme for the first time within the Seventh Research Framework Programme 2007-2013. Besides this Community Security Research Programme, presentations will also cover several national programmes and initiatives in the field of security research including the launch of the new national security research programme of the Federal Republic of Germany.

The conference follows up the themes developed during the first “European Conference on Security Research” SRC '06, which was held in 2006 under the Austrian EU Council Presidency.

Please note that only the first part of the event is exceptionally open also to those who are not members of ETPIS, primarily due to the strategic importance of the broad EU collaboration needed in the area of safety.

Launch of the NEW OSH ERA website 
 The NEW OSH ERA project will help to combine the strengths of the different EU Member States in occupational safety and health (OSH) research.

Until now, the EU Member States have had their own separate OSH research programmes, dealing with what are often very similar subjects. At the same time, the problems that OSH researchers face are increasingly complex, with many different factors involved.

NEW OSH ERA, which is funded within the ERA-NET scheme under the Sixth EU Framework Programme for Research and Technological Development, will help to overcome this fragmentation and duplication in EU OSH research.

By increasing cooperation and coordination between different research programmes, NEW OSH ERA will help increase the overall scale and effectiveness of the research carried out in the EU. The networking and integration of national programmes will help EU researchers understand the increasingly complicated OSH issues that we face, and so contribute to the productivity and well-being of Europe's workers.

The NEW OSH ERA Consortium includes 18 leading public agencies, ministries and research organisations. The Finnish Institute of Occupational Health coordinates the New OSH ERA project. The European Agency for Safety and Health at Work (the Agency) is playing a full part in the project.

ETPIS and INNET Project 
ETPIS will join the "Mentoring Group" of the INNET Project at the Kick-Off meeting on 21st September 2006 near Paris. The "Mentoring Group" is an external group of high level experts established with representatives of major stakeholder groups in the field of concern, i.e. SME and innovation financiers, SME professional organisations, representatives of clusters as well as innovation/SME policy specialists. This group will meet periodically with INNET partners, around major project milestones, to provide substantial input on strategic positioning of the project, support and evaluate the progress and feasibility of the project. In our case, ETPIS will support the project regarding safety aspects and development.
