The 6th International Symposium on Tunnel Safety and Security (ISTSS 2014) will take place at World Trade Centre (WTC) in Marseille, France, on March 12-14, 2014.
This event will bring together expertise in the field of safety and security for 3 days of presentations and exhibits. The previous symposium in New York in March 2012 was a great success with more than 280 delegates.
If you are interested in taking part in ISTSS 2014, you are welcome to submit a manuscript or poster for presentation. Manuscripts and posters will be reviewed on the basis of an extended abstract of not more than two pages.
Manuscript abstracts should be submitted to the Secretariat by email ( istss@sp.se) by 31st May 2013, poster abstracts by the 30th August 2013.

In the framework of the EU Project NanoValid (FP7), the University of Zaragoza and the Institute of Nanoscience of Aragon are organizing a Training Workshop in Advanced Characterization of Nanomaterials, on September 16-20, 2013.
The workshop presents an introduction to Advanced Characterization Techniques of Nanomaterials, illustrating the necessary steps for the selection and application of different techniques for analyzing nano structured materials of diverse nature. Practical lectures with real devices are envisaged, including advanced microscopy methods and spectroscopic techniques as well as other related procedures in Nanotechnology. The goal of the course is to give an introduction to the analysis methods currently in use in Materials Science, Engineering and Nanotechnology.
The workshop is dedicated to participants interested in nanotechnology and materials science:
- Pre-doctoral and post-doctoral researchers dealing with materials in the nanoscale.
- Technicians interested in general technical background which require a specific training in instrumental analysis.
- Students of master courses in materials sciences, chemical engineering or similar courses
Open poster and oral sessions are also foreseen. Participants are invited to submit their abstracts from April 1st 2013.

INERIS is pleased to invite you to the Second International Open Workshop on Local-Scale Airborne Hazards Modelling and Emergency Response in the framework of COST1006 that will take place on June, 13th 2013 at Club Confair, 54, rue Laffitte 75009 Paris (France).
Emergency first responders and authorities have to face a large spectrum of potential threats due to the releases of hazardous agents in built environments. Due to the complexity of the wind field in built-up areas, adequate flow and dispersion modelling, and health impact assessment tools are required to predict the dispersion of hazardous materials with sufficient accuracy within a very short time. Different types of tools are applied in practice; however, the advantages and limitations of the models are often not evaluated properly.
Who will attend?
We invite stakeholders, decision makers, practitioners and scientists active in the field of development and use local-scale airborne hazards modelling. Invited presentations will document the challenges of local-scale emergency response modelling.
How to attend?
Since the number of participants is limited, nonbinding preregistration is required. Preregistered participants will receive further detailed information on the workshop program. It is therefore important to anticipate new and emerging risks to occupational safety and health (OSH) in green jobs in order to ensure that these jobs are not only good for the environment but also for workers’ safety and health.

Workshop: Human factors and operational management under crisis conditions
A workshop on "Human factors and operational management under crisis conditions", organized by AREVA and EU-VRi will take place on January 29-30th, 2013, in Paris.
Human errors easily occur when people face confusing situations, receive incorrect information, experience repetitive aftershocks, and are exposed to pressure to act quickly and to sensory and mental overload, tension, and fear. It is also more important when the consequences have an impact on the environment where operators’ families are involved in the accident as victim (e.g. during Fukushima catastrophe).
In that context, it appears necessary to better understand the decision-making mechanisms in crisis situation, and in particular to improve knowledge on the influence of psychological and cultural factors. To gain knowledge and understand these mechanisms, EU-VRi has started the collection of data on human factors, where and how they occur in crisis process and how to assess their influence on the performance of the safety management.
The objective of the workshop is to review models commonly recognize, the different ways to implement them in companies from various industry sectors and solutions to improve them.
The following issues will be addressed:
- Practices in various high-risk industries
- Learning from experience
- Safety culture and crisis management concepts
- Performance assessment
The outcomes expected from the workshop are:
- provide an overview of the context of the current state of the art on “Human Factors and operational management under crisis conditions”,
- identify gaps and lack of knowledge on this topic,
- exchange expert opinions and ideas on the directions to bridge the gaps and explore issues to be addressed in future research projects,
- identify “cliff effects” of human behavior regarding to different psychological and cultural aspects.
Some of the future research topics will be taken by ETPIS (the European technology Platform on Industrial Safety) to promote the launching of new projects or initiatives.

SHB/iNTeg-Risk course HSSE: Health, Safety, Security and Environment successfully concluded
January 18, 2013 The event was part of the series of courses belonging to the joint effort of iNTeg-Risk project (represented by EU-VRi and other partners) to set a modern, modular and distributed model of education and certification in the area of Risk Engineering and Management, with particular emphasis on the issue of emerging risks. The HSSE course took place in Paris, January 14 - 17, 2013 and was hosted by the iNTeg-Risk partner, INERIS.
| The SHB/iNTeg-Risk course HSSE: Health, Safety, Security and Environment provided the participants with the essentials of HSSE management in Europe by giving an overview of EU regulation in the field of HSSE, explaining the objectives and requirements as well as the state-of-the art in the implementation including constraints and advantages. Special focus was also given to the Integrated Pollution Prevention and Control (IPPC) directive, Industrial Emission Directive (IED) and the directive on prevention of major accidents (Seveso). This course took place in Paris from January 14 - 17, 2013 and was hosted by the iNTeg-Risk partner, INERIS. The course was led by Mr. Olivier Salvi (INERIS/EU-VRi) as the main lecturer.

Special Issue on the foundations of safety science
This call for papers is intended to contribute towards making scientific foundations more explicit to the community of safety scientists.
Safety as a particular science can be claimed to have emerged in relation to social ambitions for increased safety and security – developing, experimenting and testing practical methods, tools and models with the aim of understanding and managing unwanted actions or events. However, being “applied” in nature does not mean that safety science is philosophy-free. All knowledge claims about safety are based on some form of foundational assumptions, rationality and logics. The ‘science’ part of ‘safety science’ seeks to ensure rigorousness of theories and methods for research, while providing credibility for the field and the community of people contributing to the domain.
This call for papers is intended to contribute towards making scientific foundations more explicit to the community of safety scientists. The aim of this special issue is to facilitate an understanding of the philosophical underpinnings of safety science and the construction of a more systematic view on the foundations of safety science.
Original contributions are invited that deal, for example, with the following questions:
- Key concepts and underlying assumptions affecting safety science
- The object of study and the aim of safety science
- Moral implications of the philosophical foundations of theories of safety science
- Explanation and causality in safety science
- Prediction in safety science
- Duality of subjective and objective in safety science
- The question of emergence in safety science
- Philosophical underpinnings of Resilience Engineering, Behaviour Based Safety, Safety Culture, High Reliability Organisations, etc.
The deadline for receipt of papers is November 30th, 2012, with publication expected for the second quarter of 2013.
All papers will be subjected to the standard peer-review procedures of the journal.

November 12, 2012 This action shall facilitate the internationalisation of European SMEs involved in these match-making events and allow them to access overseas markets and establish technology or business partnerships.
Matchmaking event in Japan
As part of a new policy aimed at promoting SME internationalisation through clusters, DG Enterprise and Industry has launched in 2012 an initiative that contributes to organise specific match-making events to support cluster organisations and their SME members in their efforts to develop partnerships and business cooperation on global markets.
This action shall facilitate the internationalisation of European SMEs involved in these match-making events and allow them to access overseas markets and establish technology or business partnerships and therefore increase their innovation capacity and make them more competitive on the global scale. These events shall also contribute to prepare the ground for practical cluster cooperation across borders and make a more strategic use of transnational cluster cooperation on markets outside Europe in areas of strategic interest.
The match-making events will be held in 2012 and 2013 in countries that have signed Memoranda of Understanding (MoUs) with the European Cluster Collaboration Platform (ECCP) including Japan, Brazil, India, South Korea and Tunisia.
The European Cluster Collaboration Platform is the cornerstone of the European strategy in support of SME internationalisation through clusters. The ECCP provides a wide range of information and services to facilitate the interaction between cluster organisations not only within Europe but also with international partners. In view of fostering closer cooperation worldwide, the ECCP has signed Memoranda of Understanding (MoUs) with international partners and more such collaboration agreements are envisaged in the coming months. Building upon these MoUs, the ECCP enables cluster organisations and cluster managers to establish new partnerships and networks in strategic markets outside Europe for the benefit of their SMEs.
The organisation of the match-making events will be facilitated by a consortium led by the Fondation Sophia Antipolis in partnership with Clusterland (Austria), ZENIT (Germany), ERAI (France) and inno TSD (Germany). Open calls for expression of interest will be launched to identify the participants to these match-making events. The participation will be opened for representatives from clusters and SME members that are willing and committed to participate in a mission in Japan .
First Event:
The first event will be held in Japan (Tokyo) on November 12-16, 2012 ,and will focus on Green materials and Clean Technologies.

This mission,co-organised by Fondation Sophia Antipolis and the EU Japan Centre for Industrial Cooperation, will allow a European delegation composed of representatives from cluster organisations & SME members to work towards establishing new partnerships and networks in the field of green materials and clean technologies.
There will be 3 parts to the mission:
- November 12 & 13: Preparatory lectures and coaching sessions (on cultural & business approaches) & visits (companies, research centres, etc …) to prepare participants for the B2B activity
- November 14 & 15: Plenary session with exchange of views on trends and new opportunities in the field followed by B2B discussions with Japanese companies,hosted by the GreenInnovation expo 2012
- November 16: Debriefing session (optional)

Executive Summary:
The overall objective of the SAF€RA project is to coordinate research investment among the Member States in the field of industrial safety. In order to reach this objective, the project work plan includes a series of activities to develop joint strategies prior to the launch of joint calls for proposals (in the work package WP3).
This report identifies the areas of joint interest and management procedures applicable in transnational cooperation in the framework of the SAF€RA project.
It describes the main outcomes of a survey discussed and consolidated during a workshop on July 5&6, 2012 in Toulouse. All partners of the consortium took part in the survey and enabled to collect information on 16 programmes. 15 programmes were presented during the workshop, with the objective to prepare the ground for future joint calls for proposals in the field of industrial safety.
The main conclusions concern the management procedures to define research programmes and launch call for proposals, as well as the content (the possible topics for research).

The NANOfutures project has recently published the Integrated Research and Industrial Roadmap for European Nanotechnology.
The roadmap focuses on a 7 nano-enabled value chains and the set of target markets and final products. It includes actions to address industrial needs and research and innovation challenges for the successful development of safe and sustainable nano-enabled products aiming to:
- Deliver a focused implementation plan up to 2020 within a longer term horizon of actions (>2025);
- Address European cross-cutting key nodes in terms of cross-sectorial research, technology and innovation issues;
- Cover broad socio-economic challenges to the implementation and commercialisation of sustainable and safe nanotechnology enabled solutions;
- Have a market-driven value chain approach with a set of tech and non-tech actions along the identified value chains.
This roadmap represents an open working document, developed within the European Coordination and Support Action NANOfutures (contract number NMP4-CA-2010-266789). This document will be further developed with all NANOfutures Platform members and other stakeholders from the Nano related Community who would like to contribute. In this sense, an open on-line consultation will be opened soon.

October 12, 2012 The JRC has just released a reference report on the "Requirements on measurements for the implementation of the European Commission definition of the term 'nanomaterial'".

The JRC (authors Gert Roebben, Francois Rossi, Douglas Gilliland, Neil Gibson, Christoph Klein, Luigi Calzolai and I) has just released a reference report on the "Requirements on measurements for the implementation of the European Commission definition of the term 'nanomaterial'".
A JRC report, published today, presents an in-depth review of methods available to measure the size of nanoparticles. Following the adoption of the definition of the term 'nanomaterial' in October 2011, it identifies relevant measurement methods and key challenges for measuring nanoparticle size in the regulatory context. The report underlines that no single measurement method can be used for all materials to determine if each of them falls within the regulatory definition. Different methods will be required depending on the material under investigation.
The report gives an overview of the capabilities of currently available measurement methods, including techniques such as electron microscopy, dynamic light scattering and centrifugal liquid sedimentation, among others. It also identifies measurement issues that remain to be solved.
The conclusions highlight the practical challenges of measuring materials with widely varying properties. None of the currently available methods can determine whether all kinds of potential nanomaterials meet the regulatory definition or not. Therefore, a proper combination of measurement methods is required. The reliability of each of the measurement methods used in such combined, tiered approaches will need to be thoroughly checked in dedicated method validation studies.

In the last NanoTrail, the good news that the American Society for Testing Materials, or ASTM, had published a new standard: E2834 - Standard Guide for Measurement of Particle Size Distribution of Nanomaterials in Suspension by Nanoparticle Tracking Analysis (NTA) has been reported on.
The ASTM standard details the application of Nanoparticle Tracking Analysis (NTA) to the measurement of particle size distributions for suspended particles from ~10nm to the onset of sedimentation.

The present exercise has been developed by the European Commission (EC) Joint Research Centre (JRC) on a request by DG Internal Market and Services (DG MARKT). Its scope is to assemble information on Natural Catastrophes (NatCat from now on) across European Member States (EU MS) and on the insurance practices in place. The analysis should bring food for discussion and set the basis for future EC initiatives to promote the development of an appropriate market for NatCat insurance products and/or improve the efficiency of existing markets.

The Workshop is organised by TECNALIA and the University of the Basque Country in the framework of the 10th International Conference on Occupational Risk Prevention (ORP2012) and under the umbrella of the European Project SCAFFOLD.
The Workshop focuses on the industrial needs of companies
and aims to provide a practical overview of the results of current
research in the field of management of exposure to nanomaterials. The
ultimate objective of the Workshop is to provide companies a set of
skills that enable them - with the available evidence - proper management of the nano-risks.
The Workshop will include technical presentations
from very well known speakers from the different disciplines involved
in occupational nanosafety (USA, France, Finland, Spain); experiences in industry, a round table with involved stakeholders (Industry, Administration, Prevention Services, Research Organisations, Certification Bodies) and finally, a demonstration session to show equipments and devices for exposure measurement. Due to the international nature of the event, the language of the Workshop will be in English. There will be a simultaneous translation system to facilitate the participation of industry and other interested organizations.

2012 edition of the Compendium
The 2012 edition of the Compendium is now available.
For several years now, the research community has responded by launching very valuable projects under the Sixth Framework Programme FP6 and Seventh Framework Programme FP7, marking significant technological progress both in the technology and in its safety management. About fifty projects are either completed or running and represent a total RTD investment of €137M, from the NMP and other programmes, under FP6 (13 projects, €31M) and FP7 (34 projects, €106M). These projects together with a significant number of projects supported by government resources in the EU member states and the FP7 associated states, and other projects addressing safety as side objective,represent the valuable efforts of the scientific and industrial research community for progress.

StandarDays - Open info days on European standardization
CEN, the European Committee for Standardization, and CENELEC, the European Committee for Electrotechnical Standardization, are continuing their efforts to provide the public with the information they need in order to understand European Standardization, and be able to use it to their advantage.
'StandarDays' is a two day information session aimed at newcomers to European Standardization, as well as those who would like to understand CEN and CENELEC better. The info days give a clear and structured overview of the European Standardization System, of the CEN and CENELEC products and processes, as well as the benefits of involvement in European Standardization to potential stakeholders.
'StandarDays' will take place on 17 and 18 April 2012 at the CEN-CENELEC Meeting Centre, Avenue Marnix 17, B-1000 Brussels.
Format:
‘StandarDays’ consists of an introductory plenary meeting, which explains the different aspects and tasks of CEN and CENELEC (day 1) and interactive, in-depth workshops (day 2). This structure gives participants the opportunity to familiarize themselves with the overall European Standardization System (day 1) and then take advantage of the CEN and CENELEC expertise to obtain further clarification and explanations (day 2).

ETPIS will organize on March 12-13, 2012, in Brussels, the next Stakeholder Annual Meeting as well as a SafeFuture workshop dedicated to the SafeEnergy pillar.
The year 2012 will be important for ETPIS because it will be the year of the deployment of the SafeFuture initiative in the new context set up by the European Commission with the Innovation Union and Innovation Partnerships (see http://ec.europa.eu/research/innovation-union/index_en.cfm?pg=intro) and the preparation of the new EU Framework Programme for Research and Innovation called "Horizon 2020" (see http://ec.europa.eu/research/horizon2020/index_en.cfm?pg=home). In this new context, ETPIS needs to adjust its role and continue providing added value to its members with technical information and news, workshops on hot topics, opportunities to prepare new projects with brokerage events.
As announced earlier in January, several meetings are already planned:

The objective of the meeting is orient the platform for the next period 2014-2020 in the context of Horizon 2020, and with the recent development of the Innovation Unions and Innovation Partnerships. One Day Workshop in Critical Infrastructures Protection
The Cyprus Safety Platform organises a One Day Workshop in Critical Infrastructures Protection on Wednesday 22nd February 2012, in the Cultural Center of European University Cyprus, in Engkomi, Nicosia, Cyprus.
Every day accidents and disasters occur on a small or large scale. These events may have short, medium and long-term impacts on individuals, groups, or the society as a whole.
A common feature of these accidents and disasters is the lack of knowledge of the conditions that may initiate them and their potential impact on life safety, property and the environment. This knowledge is essential in developing measures to minimize the probability of their initiation and also to mitigate their damages.
For this reason they propose the creation of the Safety Platform to:
- Promote research on safety
- Initiate a two-way communication between social and professional bodies with academics to create a research agenda that responds to real problems
- Transfer of existing knowledge and knowledge from future research projects from academia to social and professional bodies
- Promote a safety culture in the society.
- The areas of interest of the Safety Platform are multidimensional as is the science of safety. It includes:
- Safety and health of workers (physical and psychological),
- Safety in the built environment during the design, construction and use phases,
- Protection of the environment from chemical and other hazards
- Proper use of safety technologies
- Study of the socio-economic impact of accidents and disasters
The safety platform during its life will serve as a "bridge" between industry, academic and research institutes and the state with the purpose of:
- Providing a forum for the industry and society to reveal and discuss their safety problems and concerns.
- Creating a research agenda that focuses on the safety problems facing industry and society
- Transferring knowledge and technology to society, industry and government, and
- Assisting government bodies to take necessary measures to implement the findings and recommendations.
Professor George Hadjisophocleous from Carleton University and Dr Frank Guldenmund from TU Delft will deliver Keynote Speeches.

December 01, 2011 ESRA Technical Chapter on Land Transportation and University of Bologna will organize on December 1st 2011 in Bologna (Italy) an international workshop on the transportation of hazardous materials in Europe.
Transportation of Hazardous Substances: Perspectives and state of the art two years after the Viareggio accident
ESRA Technical Chapter on Land Transportation and University of Bologna will organize on December 1st 2011 in Bologna (Italy) an international workshop on the transportation of hazardous materials in Europe.
The motivation of the workshop starts from the perspective of the Viareggio accident. More than two years ago, on June 29th 2009, a freight train carrying 14 LPG railtankers derailed near to the Viareggio railway station, causing the more severe railway accident involving hazardous materials transportation recorded in Europe in the last 40 years.
The lessons learnt form the Viareggio accident call for a discussion of the research needs concerning safety in the land transportation of hazardous substances in Europe. In recent years, several breakthroughs were obtained in methods for routing, in risk management strategies, and in models for hazard and consequence assessment of hazardous materials transportation. The workshop aims at tracing the state of the art in the field, identifying research needs and opportunities. Several selected contributions from academia and control authorities of different European countries were collected. An extended discussion and a final wrap-up session will also be organized, to contribute to the definition of a shared research agenda in the field.
The event is organized also with the support of the European Technology Platform on Industrial Safety (ETPIS), CISAP and the CONPRICI University Consortium.
Preliminary registration to the workshop is kindly required. Registration fees of 50,00 Euro are required (25,00 Euro for Ph.D. Students).

Jovanovic, and the Moderator of the LinkedIn ISO 31000 Risk Management Standard Group, A. Dali, took place. One of the main results, so far, would be the involvement of the EU-VRi/iNTeg-Risk partners into the first global survey of ISO 31000–Risk Management Principle and Guidelines set to kick off on the 17th of October this year.

"This is the first time the global risk management community active across all fields, sectors, industries and services is being invited to participate in an international survey on ISO 31000. It is a great opportunity to share your thoughts and concerns about the ISO standard on risk management" said Alex Dali.

The PESI programme committee, formed by +20 experts from industry and RTOs, has developed a more detailed R&D Roadmap for Safe-Infrastructures pillar.

One of the Workshop main goals is to present and widely discuss such an initial roadmap as a strategic working document for the new EU Research and Innovation programmes inside HORIZON 2020. What is a "nanomaterial"? European Commission breaks new ground with a common definition
Brussels, 18 October 2011 – "Nanomaterials" are materials whose main constituents have a dimension of between 1 and 100 billionth of a metre, according to a recommendation adopted by the European Commission today. The announcement marks an important step towards greater protection for citizens, clearly defining which materials need special treatment in specific legislation.
European Environment Commissioner Janez Potočnik said: "I am happy to say that the EU is the first to come forward with a cross-cutting designation of nanomaterials to be used for all regulatory purposes. We have come up with a solid definition based on scientific input and a broad consultation. Industry needs a clear coherent regulatory framework in this important economic sector, and consumers deserve accurate information about these substances. It is an important step towards addressing any possible risks for the environment and human health, while ensuring that this new technology can live up to its potential."
Nanomaterials are already being used in hundreds of applications and consumer products ranging from toothpaste to batteries, paints and clothing. Developing these innovative substances is an important driver for European competitiveness, and they have significant potential for progress in areas like medicine, environmental protection and energy efficiency. But as uncertainties remain about the risks they pose, a clear definition is needed to ensure that the appropriate chemical safety rules apply. The definition will help all stakeholders including industry associations, as it brings coherence to the variety of definitions that are currently in use in different sectors. The definition will be reviewed in 2014 in the light of technical and scientific progress.
The recommendation also delivers on a commitment made in 2009 to the European Parliament to issue a single definition that is broadly applicable to all EU legislation concerned by nanomaterials.
The definition adopted today is based on an approach considering the size of the constituent particles of a material, rather than hazard or risk. The wording describes a nanomaterial as "a natural, incidental or manufactured material containing particles, in an unbound state or as an aggregate or as an agglomerate and where, for 50% or more of the particles in the number size distribution, one or more external dimensions is in the size range 1 nm – 100 nm."
The definition is based on scientific advice from the Scientific Committee on Emerging and Newly Identified Health Risks (SCENIHR) and the Joint Research Centre (JRC). A draft version of the definition was subject to a public consultation.
Background
Nanomaterials are currently governed by a variety of legislative instruments at EU and national level. However, definitions have been developed on a case-by-case basis and vary across sectors, creating unnecessary burdens for industry and hampering public debate about risks and benefits of these substances. This recommendation gives EU legislators a legal reference for nanomaterials, when adopting new or implementing existing legislation.
The experience of the first registration deadline (30 November 2010) under REACH, the EU's overarching chemicals policy, showed that companies needed more clarity about their obligations with regard to nanomaterials. REACH has a key role to play in generating information about the properties of nanomaterials as chemical substances. With the adopted definition it will be easier for companies to assess their registration dossiers and determine exactly when they should consider their products as nanomaterials.

To facilitate the development of relevant projects, ETPIS has organized a workshop and a brokerage event on September 19, 2011 in Brussels.
In the morning the call “NMP.2012.3.0-2 Total Safety Management for industrial organizations” has been presented by the project officer in charge of the call. Then, results from recent projects and initiatives provided an overview of the remaining challenges in the field of Human and organizational factors in industrial safety.
In the afternoon, a brokerage event was organized in two parts. First, consortia and project initiators have had the opportunity to present their ideas, get a feedback and find possible additional partners. Then, partners interested by the call had the possibility to present their profile.

Nanodevice, ETPIS & Nanofutures with the support of CEN TC 352 have organised a workshop to investigate the possible synergies and opportunities from on-going projects for standardization activities in the field of nanosafety.
Nanodevice, the European Technology Platform of Industrial Safety (ETPIS), Nanofutures and several other initiatives such as Nanosafe, Saphir… have similar objectives on the improvement of the management of the risks related to nanoparticles and the sharing of best practices using standardization.
The standardization appears to be a key valorization and output of collaborative research, especially of the research performed on emerging technologies. It enables to share knowledge and good practices in an effective way, in particular giving the access of the information to SMEs and contributing to effective, clear and transparent governance. CEN has launched the STAIR initiative (An Integrated Approach for Standardization, Innovation and Research) that is encouraged to be applied to research projects dealing with emerging technologies.
Regarding nanotechnologies CEN has started standardization work on (i) classification, terminology and nomenclature (ii) metrology, measurement and characterization (including procedures for calibration), (iii) health, safety and environmental issues; and (iv) nanotechnology products and processes.
Recently, CEN accepted a mandate M/461 requesting to develop the standardization deliverables listed in its Annex I - Characterization of and exposure from nanomaterials and Annex II - Health, Safety, and Environment of the mandate. The CEN/TC 352 Nanotechnologies was asked to take care of this mandate which recommends that the work to be performed should take into account on-going pre-normative R&D.
Conscious of the needs and the opportunities for the European innovative industry, a group of persons, coming from Nanodevice, ETPIS & Nanofutures, have decided to start an initiative aiming at capitalizing the results from several European and national projects into standardization documents, and providing proposals to address the mandate M/461. This group, with the support of CEN TC 352, invited other experts to join the workshop on September 14 to investigate the possible synergies and opportunities from on-going projects for standardization activities in the field of nanosafety.

EFFRA strongly believes that the common strategic framework that is currently under preparation should foster a continuation of the Factories of the Future initiative. Therefore, EFFRA's Industrial Research Advisory Group has compiled a consultation document to reflect on what should be the objectives, approach and scope of the Factories of the Future PPP beyond 2013.
The consultation document and feedback form is being supplied to EFFRA members as well as through the Manufuture platform, Manufuture NRTPs, related European Technology Platforms etc however a copy can be requested via the EFFRA office (see also www.effra.eu).
The consultation document provides an opportunity for interested stakeholders to express suggestions for improvement, completion and priority areas. Such suggestions will contribute to the construction of the strategic roadmap ‘Factories of the Future Beyond 2013’. A first version of this roadmap is anticipated to be completed by the end of 2011.

Current and past members of HSL (Health and Safety Laboratory) staff have been awarded medals by the Institution of Chemical Engineers (IChemE) for their involvement in producing exceptional published papers.
IChemE medals recognise achievement and work across all aspects of chemical, process and biochemical engineering. The Hutchinson Medal, awarded for both practical and wide-ranging, philosophical or thought-provoking published papers, is normally only awarded to one set of authors, however, an exception has been made for 2010 with two HSL led papers gaining recognition.
HSL's retired former Head of Process Safety Dr Terry Roberts was recommended for the medal along with co-authors Les Shirvill, (Shell Global Solutions) Kevin Waterton (CAPCIS) and Ian Buckland (HSE). The paper 'Fire resistance of passive fire protection coatings after long-term weathering' was published in 'Process Safety & Environmental Protection' in January 2010.
HSL's current Head of Fire and Process Safety Dr Laurence Cusco and HSL Combustion Physics specialist Dr Graham Atkinson were also awarded the medal in recognition of their contribution to the 'Interpretation of overpressure markers and directional indicators in full-scale deflagrations and detonations'.

Short explanation of action: The Major Accident Hazards Bureau (MAHB) provides research-based scientific support to the European Community on the formulation, implementation and monitoring of EU policies for the control of major accident hazards, chiefly the Seveso II-Directive, 96/82/EC, concerning the processing and storage of hazardous substances.
Short description of the activity (profile):
Development of methods and tools for the consistent and robust assessment of risks in chemical industrial plants, focusing on all causes, i.e., accidents internal to the installation, natural events and malicious acts. Research on accidents involving hazardous substances. Analysis of trends and lessons learned applying appropriate risk assessment methodologies and tools.
Specific requirements for the call/knowledge:
PhD in science, engineering or equivalent, or minimum 5 years of research experience after the first university degree giving access to PhD studies. The successful candidate should have demonstrated experience in the analysis of hazardous installations, both frequency and consequences of major accidents and use of reliability datasets. Experience associated with implementation of the Seveso II Directive and knowledge of EU legislation for classification and labelling of hazardous substances are preferred.
Language requirements:
Knowledge of English at B2 language level according to the Common European Framework of Reference for Languages.
Eligibility criteria:

By 2050, key goals will include:
- No more conventionally-fuelled cars in cities.

- All of which will contribute to a 60% cut in transport emissions by the middle of the century.

The 6th ETPIS General Assembly took place on March 10, 2011 in Brussels, at Fondation Universitaire.
This General Assembly was dedicated to the launch of the SafeFuture initiative in the new context set up by the European Commission, with the EU2020 Strategy and the Innovation Union scheme.
In addition, the new elected Executive Board of ETPIS has been introduced and the plans for 2011 have been presented.
Representatives from DG Enterprise and DG Environment were also present their "industrial safety" agenda for the short and mid term, with the adoption of a proposal to replace the current Seveso directive and the new Industrial Emission Directive adopted on November 24th, 2010.

A workshop on the Production of Biogas - Safety & Regulations has been organised by INERIS and EU-VRi on November 24th, 2010 in Paris.
The overall objective of the workshop was to bring together the European experts in biogas production to define the best practices that will support the quick and safe development of this new energy.
Practically, the operational objectives that the workshop were:
- Share information, in particular on projects, processes but also on safety and regulation in order to identify the state of the art in these fields across Europe.
- Find and understand the gaps in terms of safety and regulation.
- Propose solutions to fill those gaps and possibly prepare the base of a permanent network on safety aspects.

Basic idea and objectives
Analyzing life cycle behavior and potential risks of new technologies and products are becoming an ever increasing factor of sustainable success of these technologies and products. This applies also to the technologies and innovation being developed in many EU FP7 NMP (Nanosciences, Nanotechnologies, Materials and new Production Technologies) projects. Main goal of the meeting is to explore the possibilities for coordination, alignment and liaison among the running projects, coordination between the EU and industry for future research, possibilities for cross-project activities, possibilities for data and tools sharing and horizon mapping – all for LCA and risk analysis related to nanomaterials.

Target number of participants approx. 25; material scientists, LCA specialists, risk professionals, project coordinators, legislators. February 15, 2011 In April 2008 CEN has published the CEN Workshop Agreement document CWA 15740:2008 "Risk-Based Inspection and Maintenance Procedures for European Industry (RIMAP)".
That is why we would like to invite all the people and companies interested in standardization of modern RBI approaches and practices to come to a Coordination and Brainstorming Meeting.

As you may recall, in April 2008 CEN has published the CEN Workshop Agreement document CWA 15740:2008 "Risk-Based Inspection and Maintenance Procedures for European Industry (RIMAP)". What at the time was envisaged primarily as a step enabling practical application of RIMAP results and had to compete against well established documents from the US, came out to be a robust concept with some important advantages like linking RBI to RCM, allowing application of different specific methodologies and tools under the same framework, successful applications and the possibility to embed the financial aspects of RBI/RCM.
Now, at the beginning of 2011, 3 years after being issued, the status of CWA 15740:2008 document must be reviewed. Several options for "further life" and further development are open and it would be very important that the interested stakeholders decide which way is in their best interest. That is why we would like to invite all the people and companies interested in standardization of modern RBI approaches and practices, and in particular those meaning that CWA 15740:2008 could offer a good basis for that to come to

3. CEN TCs possibly interested in "hosting" the topic
4. Define the principal directions of contents updating of CWA 15740:2008 – e.g. with respect to new US, Japanese and Korean docs, and developments in countries like China
5. Define the Operating team for the new European RBI (EN based on CWA 15740:2008)
6. Prepare the report for the CEOC GA in May in Warsaw (if appropriate) or at some other occasion(s)

January 28, 2011 The Hazardous Substances Council of the Netherlands (AGS) has provided a new advice on Land Use Planning.
Risk calculations by prescription:rituals for granting permits and land-use planning
In The Netherlands, the quantification of risks in external safety policy has developed into a ritual due to the prescription of an oversimplified calculation program. This prescription is referred to as unification. The present advice deals with two aspects: on the one hand, the risk calculations themselves, and on the other, the use of the outcomes of risk calculations in decision-making. The way in which calculations must now be made fails to do justice to the complexity of industrial practice, and the way in which the decision-making takes place severely limits the potential of quantitative risk analysis for understanding risks and prioritising actions. This is demonstrated and discussed in this advisory report. The Netherlands Hazardous Substances Council wishes to argue for better calculation methods and data, and moreover for reform of the decision-making process. This latter will be elaborated in a later advisory report.

Overview
The first registration deadline of the REACH regulation has just passed: Substances in high quantities and CMR substances had to be registered by 1 December 2010 - two more will follow until 2018.
At this conference, the second in the field of law which is covered by our European Journal of Risk Regulation (EJRR), we will evaluate and discuss the impacts and challenges of this registration deadline for the chemical industry.
At the beginning of the conference the actual situation after December will closely looked at from different points of view with seven speakers from various backgrounds informing the audience about their experiences. Towards the end the speakers will concentrate on a possible revision (panel discussion with all speakers).

The financial crisis has drained the world’s capacity for dealing with shocks. The frequency and severity of risks to global stability have amplified, while the ability of global governance systems to deal with them has not.
This World Economic Forum publication, while painting a less than optimistic picture of the world’s ability to cope with fresh shocks, does highlight strategies stakeholders can adopt to reduce the down- sides associated with global risks. Apart from identifying risk clusters and emerging risks, the report also cites two serious cross-cutting threats. These are the uneven distribution of the fruits of globalization and the increasingly difficult task of finding common ground between nations.

The main changes proposed are:
- to align Annex I to the Directive (defining the substances falling within its scope) to changes to the EU system of classification of dangerous substances to which it refers;
- to include corrective mechanisms to adapt Annex I in the future to deal with situations over time from the alignment where substances are included/excluded that do/do not present a major-accident hazard;
- To strengthen the provisions relating to public access to safety information, participation in decision-making and access to justice, and improve the way information is collected, managed, made available and shared;
- to introduce stricter standards for inspections of installations to ensure the effective implementation and enforcement of safety rules.

For the first time, EuroNanoForum is joining forces with another leading European nanotechnology event, Nanotech Europe, to provide a single meeting point for the whole nanotechnology community. Previous EuroNanoForum and Nanotech Europe events have each attracted 700-1000 participants.
Contributions
The Lund Declaration of July 2009 specifies the Grand Challenges faced by European society and businesses should be solved by sustainable solutions in several areas such as global warming, tightening supplies of energy, water and food, ageing societies, public health, pandemics and security with the overarching challenge of turning Europe into an eco-efficient economy.
Abstracts are expected to specify potential contributions to solving such grand challenges with nanotechnology.
EuroNanoForum 2011 contributions may address scientific, industrial and/or societal aspects:
- Science and technology, highlighting world-class research
- Innovation and business, identifying nanotechnology opportunities and barriers throughout the value chain
- Society, taking a holistic approach to address societal benefits and risks.

The abstracts will be reviewed by an International Advisory Committee which is composed of representatives of European private and public research and industry.

Regarding the management requirement, it is not always easy for SMEs to applicate the ISO 9000 certification because of costs or employement of personnel with the required competencies. Thus, the CEN has considered that it is necessary to have specialists consultants with the right competence, who can be certified by a third party, so that entreprises will trust them and ask for their services.
The CEN Workshop Agreement (CWA) wrote by the CEN to define at European level, the competence of a specialist who will assist an SME to implement a management system by advising on quality, environment, health and safety.
This CWA is under enquiry and you can provide your comment about the draft CWA.

Safety authorities around the world have chosen ageing facilities, carbon capture, transport and storage (CCS) and deep water drilling as the most important areas for R&D cooperation over the next couple years. This was decided at the annual meeting of the regulatory authority forum International Committee on Regulatory Research and Development (ICRARD).
During the meeting, which was held in Buxton, there was broad agreement that ICRARD's website has effectively contributed to spreading information on R&D activities across national borders in line with the forum's motto - "Sharing information - connecting people".The presentations and discussions during the meeting confirmed the impression that there are many shared R&D challenges within the petroleum activities. This emphasises the need for more international cooperation in the future.

ICRARD was established in 1994 as a venue for sharing information and experience within HSE research in the petroleum activities.The initiative was taken by the authorities in the US, Canada, UK and Norway, and over the years, several countries' regulatory authorities have joined the forum.

The European Standards Organizations CEN and CENELEC wish to inform research and innovation actors on the value of standardization as an instrument for knowledge transfer and see a major advantage in having an integrated approach between Standardization, Innovation and Research.
In an integrated approach between Standardization, Innovation and Research, standardization does not come as an afterthought but is built into a project proposal right at the start. This introduces significant benefit potential for the project itself and for any actions after the project’s life-time.

The rapidly developing field of nanotechnologies presents many opportunities and benefits for new materials with significantly improved properties as well as revolutionary applications in the fields of energy, environment, medicine, etc... The industrial production and use of nanoparticles will be the driving force for the emerging new materials industry of the 21st century. In terms of economics, analysts have estimated that the worldwide market for nanomaterials will be 2,600 billion Euros in 2014. However, the potential impact of these new materials on human health and the environment is viewed with apprehension. This new industry can only develop dynamically if these preoccupations are satisfactorily allayed.
Following the successful outcome of the past International Conference on Safe production and use of nanomaterials Nanosafe 2008 that took place in Grenoble (France), the Organizing Committee has decided that the next edition will take place in MINATEC again in November 2010.

The VSB-Technical University of Ostrava would like to enhance their research and scientific activities by really realistic co-operation with foreign research institutes, and personalities with good qualifications and scientific reputation. (Criteria are: Experience from prestigious research institution, experience with team management, other criteria such as at least 10 remarkable publications during the last 8 years, 5 reputable citations…)
Now possibilities of obtaining grants for paid stays of foreign researchers, namely in the position of research team leader and that of full member of this team, at the University is opening up. The close co-operation could be bilaterally fruitful and for this reason, the University would welcome involvement in research projects, especially in the following areas: New environmentally friendly technologies, more specifically Safety aspects of environmentally friendly technologies associated with the mining of mineral resources from the point of view of explosibility, combustibility, spontaneous ignition and mine air ventilation, and similar topics.
The expected start of the project (maximum duration: 36 months) is the summer of 2011. The minimum workload of a foreign researcher is defined as 50% load at an average for the whole duration of project implementation (salary of EUR 6000 per month as a maximum).
Interested persons in this kind of research project are invited to express consent as soon as possible, because the deadline for submitting the application concerned to the Ministry of Education, Youth and Sports of the Czech Republic is September 27, 2010.

INNO[SAFE&CLEAN] - Launching Seminar on September 21, 2010
August 18, 2010 INNO[SAFE&CLEAN] is an initiative aiming at helping SMEs to better control process, products and environmental risks during the innovation process, and therefore provide a competitive advantage.
The launch seminar will take place in Aix-en-Provence (France) on September 21th, 2010, and be organized by Pôle Risques.
INNO[SAFE&CLEAN]
Industrial technological development today can generate new risks which can impact negatively innovation. This is particularly true in the four industrial sectors: new materials (nano-materials, composites…), bio-energies, fuel cells and CO2 capture and storage. Insufficient demonstration that risks have been properly identified, evaluated and are correctly managed can create fears among the industry and the authorities that may slow down the spreading of the new technology and then reduce the impact of its benefits. It can also create fears among the public and the consumers, and therefore hamper the market. This has been recently illustrated by several cases such as the burning of new batteries, etc. This analysis is particular true for SMEs which are often more focused on the technical aspects of the innovation that the associated aspects like safety and environmental friendliness.
INNO[SAFE&CLEAN] is an initiative aiming at helping SMEs to better control process, products and environmental risks during the innovation process, and therefore provide a competitive advantage. Practically, the project focuses on the 4 above mentioned industrial sectors. Helping SMEs demonstrate that the risks for the workers, for the environment and for the consumers are properly managed, reassuring the consumer as well as the regulatory bodies, will provide them an economical advantage, give added value and increased competitiveness of the European Industry and help provide a quicker access to the market in Europe.
The second impact expected is on the costs, because if safe and clean innovation lower the number of accidents (cost on manpower) and optimise the energy consumption as well as the amount of waste (cost of energy and waste treatment). Optimisation of both aspects (safety and environmental friendliness) with an integrated approach guarantees the interest of the industry and long term performance.
In operational terms, INNO[SAFE&CLEAN] will focus on the following objectives:
- Identify through a survey the most innovative industrial sectors where new risks are expected because of new materials (nanomaterials, advanced composites…), new chemicals or bio-substances, new processes or important changes in existing known processes.
- Map the anticipated industrial risks, for the sectors identified.
- Elaborate a concerted definition of the needs to improve risk control (tools, data, services…)
- Propose an action plan and a roadmap with business scenarios in terms of R&D, dissemination and training, and services to industry (including certification or labels).
This collective action is driven by the "Pôle Risques" in collaboration with the "Pôle Trimatec" and "PRIDES Novachim".
In a first stage, INNO[SAFE&CLEAN] is limited to the SMEs from Region Provence-Alpes-Cote-d'Azur (South of France). Later, it will be extended to other EU countries.
The launching seminar will take place in Aix-en-Provence (France) on September 21th, 2010, organized and hosted by "Pôle Risques". This seminar aims at informing participants about the methodology and sharing best pratices. July 19, 2010 The conference "Industrial Technologies 2010" integrating nano, materials and production will be held on September 7-9th, 2010, in Brussels.
On 7, 8 and 9 September 2010, a major conference in the area of Industrial Technologies will be organised in Brussels by the European Commission in cooperation with the Belgian EU Presidency. The focus will be on nanotechnologies and nanosciences, materials and production technologies, which are the key areas of the FP7 NMP Theme.
The European Industrial Technologies Conference will address:
- The need for innovation within European industry and major obstacles hindering innovation;
- Future perspectives for industry with newly developed manufacturing technologies, materials and nanotechnologies;
- The social, environmental sustainability and competitiveness perspectives of the European manufacturing industry.

The main theme of the campaign, which is organised by the European Agency for Safety and Health at Work (EU-OSHA), is the Safe Maintenance.
EU-VRi and ETPIS have fill in the registration in order to be partners and recently their applications have been accepted. --> the letter of ETPIS and the letter of EU-VRi
EU-VRi and ETPIS will be working closely together to promote their common goal that is to keep workplaces functioning safely and efficiently.
The Campaign was officially launched on 28 April 2010 by László Andor, EU Commissioner for Employment, Social Affairs and Inclusion.
The main actions of the campaign are:
- events organised around the theme of safe maintenance, especially during the annual European Week for Safety and Health at Work in October 2010 and 2011,

The Environment theme covers topis such as climate change, environment and health, biodiversity, environmental technologies and earth observation, among others. Under the overarching theme " Transformation to Sustainable Societies in a Changing Environment" this year's areas of focus will be adaptation to and mitigation of climate change, eco-innovation and governance. Geographically-speaking, special emphasis is put on Latin America.

The aim of the two-day event is to inform potential researchers about FP7 and the new Transport Calls for Proposals under the ‘Co-operation’ Programme. Details will also be given on the main legal and procedural conditions and we will respond to your questions. Participants will also have the chance to get network with potential project partners.
The first day, 22 July 2010, will focus on the Aeronautics and Air Transport Call.
The second day, 23 July 2010, will be dedicated to the Sustainable Surface Transport Call, including rail freight, eco-innovation, and waterborne transport.

July 03, 2010 This 3rd Forum on Industrial Safety organised by ICSI is focused on innovating in safety.
Innovation in technology, in the design process, in manufacturing and distribution, in the organization of socio-technical systems is a source of uncertainty. It raises new questions concerning the safety of new products, processes and organizations. Innovation is also required in risk management activities, in order to meet stakeholders' expectations of continuous improvement of the level of safety. The uncertainty which is inherent in innovation raises questions as to the guarantee of progress in safety.
The 3rd International Forum on Industrial Safety will deal with "Innovating in Safety".

Annual Topic: Dealing with multiple and
interconnected emerging risks
Main purpose of the conference is provide a forum at which the topics relevant for the EU "flagship project" iNTeg-Risk (“Early Recognition, Monitoring and Integrated Management of Emerging, New Technology Related, Risks”, www.integrisk.eu-vri.eu), involving a budget of almost 20 million €, more than 80 leading European companies and more than 400 professionals working on the project directly, can be openly and thoroughly discussed among all interested parties. It is, therefore, a unique opportunity for project partners to communicate their results to the “outside world” and an opportunity to interested professionals, not participating in the project, to learn “from one hand” about the project. Hence, all professionals working in the areas of risk/safety related emerging, communication, legislation and policy making are encouraged to contribute.
This year the conference will be focused but not limited onto the issues related to dealing with multiple and interconnected emerging risks of New Technologies. The conferences will be accompanied (see the program below) by 10 specialized workshop and courses devoted to major topics dealt with in iNTeg-Risk, by an exhibition and series of project meetings.

Technical workshop to define new projects on Structural Safety
May 31, 2010 On May 31, 2010, in Paris, ETPIS organizes a technical workshop "New challenges in Structural Safety in the context of the EU2020 Strategy and EU Grand Challenges".
In 2009, the Members of the ETPIS High Level Group have selected as a TOP 5 priority the following topic:
"Methods to maintain safety of aged and repaired structures and provide technologies for life extension
& Reliability based design and structural health monitoring (SHM) and risk based inspection technologies"
At the same time, several Member States have expressed their interest in initiatives that can help to better manage aging of the industrial facilities and infrastructures.
In France, a national action plan has been launched on January 13, 2010 to invite the industry to prepare the modernisation of the industrial facilities to minimize the impact of aging of the industrial installations (see http://www.developpement-durable.gouv.fr/Plan-de-modernisation-des.html).
As a contribution to this challenge, ETPIS with the collaboration of IMDR and the industrial partners represented in the High Level Group has organised a technical workshop entitled: New challenges in Structural Safety in the context of the EU2020 Strategy and EU Grand Challenges.
The workshop will take place in Paris, on May 31st, 2010.
The objective of the workshop are to:
- share information on current challenges involving structural safety knowledge
- define the content of possible projects and initiatives
- identify leaders for new projects and new initiatives

You should attend this event if you are a leader of a national TPIS or if you are an active member of your national TPIS. It will be the occasion to undertake activities to enhance the cooperation between the NTPIS.

Workshop "GOAL-ORIENTED REGULATIONS TO CONTROL INDUSTRIAL RISKS", 20 Nov. 2009 in Brussels
November 20, 2009 ETPIS and CEN are partners of the workshop which is aimed at sharing knowledge and proposing suggestions for improvement for regulations related to the control of industrial risks.
Background
Goal-oriented regulations seem to be an attractive regulatory framework both for the authorities and for industry.
It
provides flexibility where the requirements cannot be totally
prescribed because of the complexity of the processes or systems dealt
with. It gives the industry the opportunity to define the
state-of-the-art and its quick evolution in particular when innovation
is a driver some industry sectors. The role of the authorities is a
role of endorsement of the good/best practices and control of
implementation. When a goal-orientated regulation is accompanied with
agreed guidance documents or norms, it helps the industry operators to
demonstrate to the authorities the conformity with the regulations.
To
gain knowledge and understand the level of implementation of
goal-orientated regulations in the control of industrial risks INERIS
in partnership with EU-VRi decided to launch a project and analyze the
current practices in several countries and understand the difficulties
faced by the authorities and the industry.
The scope of the analysis relates to the following regulations, relating to the control of industrial risks:
· Seveso Directive
· IPPC Directive
· ATEX Directive and the Parent Directive for the Occupational Health and Safety at Work.
As part of the project, this workshop is organised in Brussels, on 20 November 2009, at CEN premises (17 Rue Marnix, Brussels, Belgium).

eco-innovation through environmental technology verification (ETV) is

important aim of ETAP for the environment, the European economy and Europe in a global market. Proving that new technologies
are working through Environmental Technology Verification (ETV) is one way to
achieve the goal.

the European Commission intends the implementation of a EU ETV system. ETV
is an independent assessment of the performance of a specific environmental
product or technology and provides quantitative information on the performance
of innovative technologies.
- Investors and customers can have confidence that
new technologies meet the claimed performance.
- Technology providers can speed up the market
acceptance of innovative products.
- An ETV scheme at EU level can open markets within
Europe following the principle 'verified
once, accepted everywhere'
- International recognition and mutual acceptance

The annual ESREL Conference stem from a European initiative merging several national Conferences into a major yearly conference under the auspices of the European Safety and Reliability Association (ESRA).
The conference will provide a forum for presentation and discussion of scientific papers covering theory, methods and applications in the fields of risk, safety and reliability to a wide range of sectors and problem areas.
Abstracts and papers are invited for submission through this conference web page. Manuscripts will be reviewed by the Technical Programme Committee in accordance with standard practice and the criteria for the conference. ETPIS supports EU-OSHA to promote safe and healthy workplaces

Health at Work takes place from 20 – 24 October 2008 with events and activities
all over Europe
European Week aims at cutting workplace accidents and diseases
Reducing the number of work-related accidents and illnesses is
the target for the European Week for Safety and Health at Work from 20-24
October 2008. Organised by the European Agency for Safety and Health at Work
(EU-OSHA), the week's campaign activities will highlight the importance of
assessing health and safety risks. EU-OSHA has also produced a new report on
'Risk Assessment' to showcase practical ways in which workplace risks can be
managed and reduced.
The European Week is part of the Healthy Workplaces campaign on risk
assessment. During this week hundreds of campaign events and activities will
take place all over Europe. These include conferences and exhibitions, training
sessions and activities where both large and small companies work together. The
common theme linking all these events is promoting the importance of carrying
out risk assessment in every workplace.
Jukka Takala, Director of EU-OSHA, says: “Every
three-and-a-half minutes somebody in the EU dies from work-related causes and
every four-and-a-half seconds an EU worker is involved in an accident that
forces them to stay at home for at least three working days*. This is
unacceptable! We need a change, and this change starts with assessing workplace
risks. We have to make employers, workers, safety representatives and policy
makers aware that proper risk assessment is the key to good workplace safety and
health management.”
The success of the Healthy Workplaces campaign and its European Week is
largely due to the support of the EU-OSHA network of focal points in the 27 EU
Member States and accession countries. The contribution of many local and
regional initiatives carried out by trade unions, enterprises, NGOs and
government administrations also play an important role. All these activities
show that workplace accident and illness prevention is a top priority in
Europe.
The newly published Risk Assessment Magazine is one of many
initiatives to increase awareness about the importance of proper risk
management. It shows examples of good practice by government ministries,
employers’ organisations and trade unionists from across Europe to improve
workplace risk management.

work-related accidents, according to EUROSTAT figures (1). Besides that, the
International Labour Organisation estimates (2) that an additional 159,500
workers in the EU die every year from occupational diseases. Taking both

up by the European Union to help meet the information needs in the field of
occupational safety and health. Based in Bilbao, Spain, the Agency aims to
improve the lives of people at work by stimulating the flow of technical,
scientific and economic information between all those involved in occupational
safety and health issues.
- “Healthy Workplaces: Good for you. Good for business. A
European campaign on Risk Assessment” is EU-OSHA’s Europe-wide
information campaign, designed to raise awareness of the importance of Risk
Assessment and to make European workplaces safer, healthier and more
productive.
The campaign runs for two-years (2008/2009) and is backed by
the EU Presidencies, the European Parliament, the European Commission and the
European social partners. During the European Week for Safety and Health at
Work (20-24 October 2008 and 19-23 October 2009), a series of events will be
organised, involving the focal points, which are usually the national OSH
authorities in each Member State.
The campaign also features Good Practice
Awards, which recognise companies and organisations that have made outstanding

Nine pan-European and multinational organisations have
signed up to be part of the first wave of official partners of the Healthy
Workplaces campaign. Organised by the European Agency for Safety and Health at

“We are very proud that so many renowned organisations decided to
help us raise awareness on this important topic”, Jukka Takala,
Director of EU-OSHA said. “Risk assessment is the key to preventing accidents
and ill health at work. It is a legal obligation throughout Europe, but there
are still companies that do not assess their risks regularly. This is reflected
in figures of accidents and diseases at work which show that improvements are
still needed, especially in SMEs. Partnerships with these nine organisations
allow us to further increase the impact of our Healthy Workplaces campaign,
already now one of the world’s largest information campaigns on occupational
safety and health. And this is only the start since we are in touch with many
more organisations that will join soon.”
In practical terms, the official partners promote the Healthy
Workplaces campaign through their information channels, disseminate campaign
material to their networks and organise their own activities such as
conferences, workshops, training sessions, media events and poster competitions.
In return, EU-OSHA rewards them with extensive promotion via its website and
newsletter to more than 38,000 subscribers. In addition, every participant
receives a Partner Certificate and is acknowledged when the Agency presents and
promotes the campaign to stakeholders at EU level and to the media.

Steinbeis collaborates with DIN on standardization of "new technologies"
The lecture of the DIN director Dr. Bahke on the Steinbeis Day was the first step towards a close cooperation, which was established in the summer of 2008 between the Chairman of Steinbeis Foundation Prof. Dr. Trasch and Dr. Bahke. At a following stage and during the next years, CEN-Workshop Agreements (CWA) are going to be prepared through a European research project with subject "Early recognition and management of new technology related risks", under direction of Prof. Dr.-Ing. Aleksandar Jovanovic.
As stated at the web-site of the German Institute for Standardization (DIN), on the 19th of September during his lecture Dr. Bahke has informed the audience about “Standardization as prerequisite for the success and sustainability of new technologies” and stressed out the positive collaboration between Steinbeis and DIN. “An early care for standardization in the research process and especially for the interpretation of results concerning state-of-the-art technologies can offer an advantage to Germany”, said Dr. Bahke. The audience was particularly interested in the use of standardization in research projects and new innovative fields, as well as in the value of standards in technology transfer.
Steinbeis day is the meeting point of colleagues, students and project partners of the Steinbeis Foundation (http://www.stw.de). Most of the directors of transfer centers are professors at universities.

New Hub for Research Infrastructures
June 05, 2007 After a meeting on "Research Infrastructures for Safety/Security" on 11 May in Brussels, the Hub Research Infrastructures for Safety / Security was created under the umbrella of ETPIS. This Hub has prepared a message to be delivered at the ESFRI conference on Research Infrastructure that will be in Hamburg
on 5 & 6 June, organised under the German Presidency.
After several expressions of interest from the Members of ETPIS to better identify and develop the use of large scale facilities, a workshop was scheduled on 11 May to gather interested members in order to exchange views and opinions and to prepare a "Position Paper" on this issue addressing needs for large scale experiments in the future. Interested parties are from both above ground and underground communities. The workshop enabled to prepare
a message to be presented
at the ESFRI conference on Research Infrastructure that will be in Hamburg

In cooperation with the European Commission, the German Federal Ministry of Education and Research (BMBF) invites to the second “European Conference on Security Research” SRC '07, which takes place within the framework of the German EU Council Presidency. At the same time, SRC '07 serves as the starting-conference for the “European Security Research Programme” which was / will be implemented as a specific programme for the first time within the Seventh Research Framework Programme 2007-2013. Besides this Community Security Research Programme, presentations will also cover several national programmes and initiatives in the field of security research including the launch of the new national security research programme of the Federal Republic of Germany.

Launch of the NEW OSH ERA website
January 22, 2007 "NEW OSH ERA" : a project aiming at building a European dimension into the assessment of new and emerging risks at the workplace has been just published under the following address: http://www.newoshera.eu
The NEW OSH ERA project will help to combine the strengths of the different EU Member States in occupational safety and health (OSH) research.
Until now, the EU Member States have had their own separate OSH research programmes, dealing with what are often very similar subjects. At the same time, the problems that OSH researchers face are increasingly complex, with many different factors involved.
NEW OSH ERA, which is funded within the ERA-NET scheme under the Sixth EU Framework Programme for Research and Technological Development, will help to overcome this fragmentation and duplication in EU OSH research.
By increasing cooperation and coordination between different research programmes, NEW OSH ERA will help increase the overall scale and effectiveness of the research carried out in the EU. The networking and integration of national programmes will help EU researchers understand the increasingly complicated OSH issues that we face, and so contribute to the productivity and well-being of Europe's workers.
The NEW OSH ERA Consortium includes 18 leading public agencies, ministries and research organisations. The Finnish Institute of Occupational Health coordinates the New OSH ERA project. The European Agency for Safety and Health at Work (the Agency) is playing a full part in the project.

September 21, 2006 INNET project: networking of national / regional funding and innovation organisations for the involvement of SMEs in technology-based innovation clusters in Europe
ETPIS will join the "Mentoring Group" of the INNET Project at the Kick-Off meeting on 21st September 2006 near Paris. The "Mentoring Group" is an external group of high level experts established with representatives of major stakeholder groups in the field of concern, i.e. SME and innovation financiers, SME professional organisations, representatives of clusters as well as innovation/SME policy specialists. This group will meet periodically with INNET partners, around major project milestones, to provide substantial input on strategic positioning of the project, support and evaluate the progress and feasibility of the project. In our case, ETPIS will support the project regarding safety aspects and development.
